
Continuing the program of the 10th Session of the 15th National Assembly, on the morning of November 25, the National Assembly discussed the Investment Policy for the National Target Program on Modernization and Improvement of Education and Training Quality for the 2026-2035 period; Investment Policy for the National Target Program on Health Care, Population and Development for the 2026-2035 period.
Speaking at the group discussion, General Secretary To Lam emphasized that culture, health , and education are important pillars and driving forces for development. In these three areas, the emphasis is on resources, one of the three key breakthroughs. Human resources must have courage, thinking, knowledge, and intelligence... The immediate goal is to hand over to the next generation in 20 years to protect and build the country. The goal of human life is to be healthy, knowledgeable, and cultured. These are very core and important areas of the country and also the goal of the Party. No matter how much growth and stability there is, the people must benefit.
General Secretary To Lam pointed out that many National Assembly deputies have mentioned the name “national goals” very well, but they are not only for the health and education sectors but need to go beyond the framework of the sectors. According to the General Secretary, “national goals” are something that the whole society must do, this idea must be discussed and considered.
"We have many national target programs, recently we had to merge the programs because of duplication. The Management Board and the project took a lot of time and meetings. Looking back, the results were not as expected. For example, mountainous and rural areas only need one program to have what they need right away. There are all kinds of national targets, but I don't know who is doing it... I just asked for unification," General Secretary To Lam said.
Citing the education and health sectors, the General Secretary said that what requirements and goals need to be achieved and the participation of ministries and local sectors. Reality shows that every national target program is very grand, but the common and ultimate goal is still the people's enjoyment. Therefore, it is necessary to calculate so that the programs do not overlap. If there are too many national target programs, all of which are important, resources are scattered, and the goals are unclear, it will not be effective.
For example, in health care, the goals must be very clear. For example, by 2030, the health sector must achieve specific requirements to improve people's health. Or the problem of disease prevention, the goal is whether it can be eliminated in 5 years. For example, what infectious diseases need to be focused on eradicating? Tuberculosis has been eliminated in the world...
The General Secretary said that it is important to provide primary health care and focus on preventive medicine instead of focusing on medical examination and treatment as is currently the case. If prevention is poor, the disease will develop terribly. Raising the issue of medical treatment, General Secretary To Lam pointed out that environmental and food safety issues are the causes of many diseases. If this fundamental problem is not solved, the national target program cannot be solved.

In the fields of health and education, the General Secretary raised three outstanding issues:
Firstly, infrastructure, equipment... Evidence of the school consolidation program was mentioned, but during the process of arriving, the General Secretary found that the border communes were still facing many difficulties... The Ministry of Education and Training is trying to complete 100 schools to welcome students in the 2026-2027 school year. At the same time, 148 more schools will be built. Before 2030, construction will continue, not just stopping in border areas.
Second, teachers and doctors must truly meet the standards. Here and there are cases that cause loss of trust in teachers, but they are very few and must be resolved thoroughly, without affecting the dignity of teachers.
Third, regarding quality, the General Secretary cited the introduction of English as the second language in schools and asked how many teachers are proficient in English. The goal is not only to teach English but also to teach Math, Literature, History, etc. in English. Send students to international competitions in English. Or the story of human resources in the health sector, studying for 10 years but still having to study more, still needing training. Meanwhile, the changes in people and diseases have not stopped.
According to General Secretary To Lam, these three contents must be very synchronized to achieve the set goals. The development goal of both education and science and technology must be demonstrated right from kindergarten, high school, university, and post-graduate school. That is the cycle in training human resources... To have high labor productivity, science and technology must have education, this is the root.
In addition, General Secretary To Lam also paid attention to the abandoned children. In reality, public care facilities can only meet 3%, about 15,000 children, so it is very difficult. Therefore, the General Secretary asked the health and education sectors to study this issue. In addition, there are 8 million disabled people, including children, who need care.
According to General Secretary To Lam, if children grow up without support, they may become criminals in the future. Therefore, we must invest the best from the beginning, nurturing them to become decent people, educated, contributing, dedicating and grateful to society. This is a national goal but also a social responsibility.
