Implement synchronous medium and long term solutions
Speaking at the group discussion session, Vice Chairman of the National Assembly Nguyen Khac Dinh stated that in recent times, the Party and the State have issued many new mechanisms and policies and at this Session, the National Assembly will concretize the policies, consider and approve the Investment Policy for the National Target Program on Modernization and Improvement of Education and Training Quality for the 2026 - 2035 period and the Investment Policy for the National Target Program on Health Care, Population and Development for the 2026 - 2035 period. And there will be another National Target Program that is combined from 3 Programs: the National Target Program on New Rural Areas, Sustainable Poverty Reduction, and Socio -Economic Development in Ethnic Minority and Mountainous Areas by 2035.

“Thus, we synchronize a system of National Target Programs that are closely linked together for comprehensive development. And of course, these National Target Programs set very high goals while national and local resources are limited, so we are facing a contradiction between resources and goals,” the Vice Chairman of the National Assembly raised the issue.
The Vice Chairman of the National Assembly also pointed out that, in the context of the recent overall "reorganization of the country", streamlining the political system, reducing the number of employees and reducing regular expenditures to reserve resources for increased investment, in which increased investment includes increased investment for key tasks, including the National Target Programs. However, in the condition that both central and local resources are limited, careful calculations must be made; there must be a comprehensive review so that the Programs achieve the goals for the next 5 years, along with that the capital sources of the central and local governments must be compatible with each other.
The national target program is a public investment program under the Law on Public Investment, using public investment capital and public investment capital divided into investment capital and regular expenditure capital.

However, the Vice Chairman of the National Assembly said that public investment capital is spent on public and human resources, not on private sector, this is also a contradictory issue.
Therefore, the Vice Chairman of the National Assembly noted that the National Target Program needs to focus on major national contents; focusing investment on a period of time and a number of key tasks, so it cannot cover everything. However, it is necessary to select targets to ensure breakthrough development, and special spending for special targets.
Concerned about the investment policy of the National Target Program on health care, population and development for the period 2026 - 2035, National Assembly Delegate Doan Thi Thanh Mai (Hung Yen) requested the drafting agency to review and complete the solutions that need to be focused on to resolve and overcome existing problems, limitations, and urgent issues that require national public investment.

Along with that, synchronously implement solutions, especially medium- and long-term sustainable solutions to improve grassroots health human resources, focusing on commune-level health human resources; review the scope and contents related to other National Target Programs.
Delegate Doan Thi Thanh Mai also suggested that it is necessary to strengthen solutions to monitor the implementation of sustainable growth goals such as: hunger eradication and poverty reduction, ensuring food security and good nutrition, health and good life; improving access to clean water, reducing the risk of diseases related to the environment; improving the resilience of the health system to challenges caused by climate change.
Review to include breakthrough tasks
Believing that it is necessary to change the mindset of building National Target Programs, National Assembly Delegate Nguyen Thi Viet Nga (Hai Phong) stated that currently, when building National Target Programs, it is necessary to avoid spreading out and focus on key points to properly solve the "bottlenecks". And in the National Target Program on health care, population and development for the period 2026 - 2035, the "bottlenecks" are health and population issues.

This target program includes 5 component projects, many sub-projects and many specific activities, from infrastructure investment, communication, screening, training, elderly care to nutrition...
However, delegate Nguyen Thi Viet Nga said that not all of these activities need to be included in the Program.
Because, through review, there are many tasks that are regularly performed in the annual budget estimates of the health sector and relevant ministries.
On the other hand, many contents of the Program are already included in separate programs and projects. Or there are some activities of a regular professional nature that are not really specific tasks to be included in the National Target Program.
For example, the content of elderly health care, gender equality, nutrition, population, and non-communicable disease prevention can be reviewed and supplemented in other previously existing Programs.
Therefore, delegate Nguyen Thi Viet Nga suggested that the National Target Program cannot be a comprehensive list of the entire industry. When designing the Program, it is necessary to review and include breakthrough tasks, do the contents that localities cannot do on their own and need special priority from the Central Government. "Focusing on key points will create real momentum, but if we invest in a spread-out way and take on too many tasks, the change will not be clear," the delegate emphasized.
