Implementing the National Assembly's Digital Transformation Project for the 2025-2030 period, the National Assembly Office coordinated with the Military Industry-Telecoms Group ( Viettel ) to research and develop a number of software applications of information technology and artificial intelligence (AI) to serve the National Assembly's digital transformation work.

In his opening speech, Director of the Digital Transformation Department Bui Danh Tuyen said that the Q-Cabinet system will help save time and costs in paperless meetings, thereby improving management and operation efficiency.

The Q-Cabinet system will support organizing meetings in a digital environment, collecting opinions, automatically synthesizing and summarizing the results of the opinion collection quickly, conveniently, authentically and securely. The system supports managing programs, documents, meeting components; looking up and searching in digital document warehouses; multi-dimensional discussion and interaction, directly giving opinions on each meeting content, registering to speak and vote, members absent from the meeting can give opinions, follow the meeting progress and vote electronically via mobile devices.

The system will have an AI application to review legal documents (Q-Legal) using AI technology to support the review of overlaps and inconsistencies of legal documents with outstanding features, such as: Text and clause comparison: Search, analyze and compare related legal provisions; chain, connect and represent the relationship between documents and clauses. Support the detection of overlaps and inconsistencies of documents on formal authority...; check the validity of legal documents, legal bases, reference documents, amendments and supplements of reviewed documents.

The Q-Cabinet system also has an internal information exchange platform (Q-Chat) for internal exchange by individuals or groups of users about information, sending images, videos , creating groups, voting, finding messages, saving contacts, pinning important messages. The information exchanged is encrypted, 2-step verification, limited access, monitored, running on Viettel Group's cloud computing infrastructure, meeting security standards. Q-Chat is ready to replace social networking applications such as Zalo, Viber, Telegram, Whatsapp...

At the training course, trainees listened to representatives of Viettel Group introduce the information system serving meetings at the National Assembly Council and Committees; the advisory and assistance agency of the National Assembly Party Committee; specialized Departments of National Assembly agencies; departments, bureaus, and units of the National Assembly Office.

Next, students will be guided to practice and have their problems solved while using the software.
