Ho Chi Minh City - leading green transformation in the digital age
Opening the forum, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang said that the world is moving at an unprecedented speed. Growth models are changing, global supply chains are reshaping towards green - digital - sustainable, while challenges of climate, energy and environment are increasingly urgent. At the same time, artificial intelligence, big data, biotechnology, new materials... are opening a completely different era of development, having a profound impact on economic and social life.
In that context, green transformation and digital transformation are no longer trends but have become "orders of the times", the key to ensuring competitiveness, energy and environmental security and improving quality of life.
With a people-centered perspective, Vietnam and Ho Chi Minh City identify green transformation and digital transformation as objective requirements, strategic choices and important driving forces for rapid and sustainable growth.

According to Mr. Tran Luu Quang, after the merger, Ho Chi Minh City will become the convergence of the three most dynamic growth poles in the country, carrying the aspiration to become a modern international city with global competitiveness.
The city aims to be a pioneer in green transformation, smart urban development, attracting high-tech investment, forming an international financial center, creating a foundation to become a leading economic, financial and technological center in the region. In particular, Ho Chi Minh City has identified three breakthroughs as pillars for the dual transformation goal: perfecting institutions, developing infrastructure and improving the quality of human resources.
The Secretary of the Ho Chi Minh City Party Committee said that with the attention of the Government and the support of the World Economic Forum (WEF) and domestic and foreign partners, the Autumn Economic Forum 2025 is expected to become a space to promote innovation and concrete actions.
With the spirit of “discussing together, working together, enjoying the results together”, the forum will be a bridge between the State - businesses - academia, while affirming the role of Ho Chi Minh City as a knowledge-based economic center, a place where initiatives and strategic partners converge towards a green - smart - sustainable future.

In the context of increasingly fierce global competition, any country or locality that lags behind risks being left behind. The Secretary of the Ho Chi Minh City Party Committee called on the Government, businesses and academia to consider the Autumn Economic Forum 2025 as a commitment to action with clear goals and transparent results.
"Ho Chi Minh City is ready to pioneer in testing new strategies, nurturing ideas and spreading successful models to the whole country and the region. The city expects the Autumn Economic Forum 2025 to open up strong cooperation opportunities, creating a breakthrough momentum for digital transformation and green growth," Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang emphasized.
Green transformation is a strategic requirement of every country and business.
Speaking at the Forum, Prime Minister Pham Minh Chinh emphasized the special significance of the event taking place in Ho Chi Minh City - a city that converges innovation and aspirations of the whole country.

According to the Prime Minister, the world is facing many changes such as political polarization, economic separation, institutional fragmentation; slow growth after the pandemic; high public debt and broken supply chains. These challenges directly impact production, employment and people's lives. However, along with difficulties always come new opportunities, requiring countries to unite, cooperate and share to create a prosperous and sustainable future.
In that context, green transformation in the digital age is not only an inevitable trend but also a strategic requirement for each country and business.
The Prime Minister affirmed that Vietnam is steadfast in its three core viewpoints in the process of implementing the green transformation goal. First, all development policies must be centered on people, businesses and the people. Vietnam will not trade off the environment, progress and social justice to pursue pure growth. Green transformation must bring a safer, more prosperous and happier life to the people.
Second, Vietnam is a good friend and reliable partner of the international community, persistently pursuing an independent, self-reliant foreign policy for peace and development. The Prime Minister reaffirmed his commitment to achieving net zero emissions by 2050; at the same time, he is ready to open the market and improve the legal framework to attract capital flows and green and digital technologies.
Third, resources come from thinking and vision; motivation comes from innovation; strength comes from people and businesses. Vietnam advocates a harmonious combination of national strength with the strength of the times, with internal strength as the foundation and external strength as a breakthrough.
To realize the goals of green transformation and digital transformation, the Prime Minister said that Vietnam focuses on five groups of solutions: perfecting institutions in a creative direction; promoting public-private cooperation; developing high-quality human resources; promoting technology transfer, especially AI, biotechnology, quantum, and semiconductors; and innovating management thinking towards intelligence, transparency, and efficiency.

At the Forum, the Prime Minister also shared the great lessons of the Vietnamese revolution with the spirit of independence and freedom; the strength of national unity; combining self-reliance with international cooperation and the Party's correct leadership role. According to the Prime Minister, each stage of development has intertwined challenges and opportunities, the important thing is "whether we dare to do, dare to innovate, dare to commit for the common good or not".
"We are ready to commit to close and effective cooperation with all countries, all partners, and all businesses globally in the spirit of harmonious benefits and shared risks," the Prime Minister affirmed.
The Prime Minister added that choosing Ho Chi Minh City as the venue for the Forum is an affirmation of the city’s pioneering role in dual transformation and international integration. Discussion sessions at the forum aim to find breakthrough solutions for green growth, promote innovation and ensure inclusive development, “leaving no one behind”.
The Prime Minister expressed his belief that the initiatives and commitments at the forum will soon become practical actions, creating new momentum for cooperation, contributing to creating a green, digital and humane development future for all countries.
The head of the Vietnamese Government called on the international community to promote the spirit of "3 together: listening together - acting together - developing together", and pledged that Vietnam will cooperate closely with all partners in the spirit of harmonious benefits and shared risks.
