In his opening speech, Mr. Bui Minh Thanh - Member of the City Party Committee, Vice Chairman of the Ho Chi Minh City People's Committee said: After merging with Binh Duong and Ba Ria - Vung Tau provinces, Ho Chi Minh City has entered a new development phase with a natural area of over 6,722 km², a population of over 14 million people, contributing nearly 25% of GDP and over 30% of the national budget. From a special urban area, the City has also entered the group of super urban areas of Vietnam - a leading economic, scientific and technological center, innovation in the country, aiming to lead the Southeast Asia and Asia region.

The Resolution of the 1st Ho Chi Minh City Party Congress, term 2025 - 2030 also determined the vision to 2030 - 2050, which is to build a civilized, modern city, deeply integrated internationally, becoming a center of innovation, belonging to the group of 100 global cities, moving towards high income. In that development structure, urban agriculture - high-tech agriculture - ecological and organic agriculture is not only a production industry, but also an important pillar of ecological space - environment - water security - the identity of a special urban area.
According to Mr. Bui Minh Thanh, today's workshop has special significance, as the agricultural and environmental sectors of Ho Chi Minh City are facing both great opportunities and new challenges, requiring strategic thinking to develop advanced urban agriculture; clarify the role of Ho Chi Minh City in science - technology - innovation and regional connectivity; at the same time, propose viewpoints, goals, and orientations for urban agricultural development to 2030, with a vision to 2050; identify key products, priority agricultural models, seed technology and modern farming techniques.

At the workshop, experts and scientists also presented papers on agricultural development in urban spaces, agricultural market development and urban agricultural policies; urban agricultural development in Ho Chi Minh City in the period 2026 - 2030; and circular agricultural models, high-tech agriculture; agricultural production in urban spaces, with the goal of forming an agricultural innovation ecosystem in Ho Chi Minh City and connecting businesses - institutes - farmers - cooperatives, creating a driving force for breakthrough development.

At the end of the Workshop, Mr. Bui Minh Thanh - Member of the City Party Committee, Vice Chairman of the Ho Chi Minh City People's Committee acknowledged and highly appreciated the scientific, frank and constructive working spirit of 142 delegates attending in person and 168 wards, communes and special zones attending online; especially, experts, scientists and typical agricultural enterprises. In the context of expanding administrative boundaries after the merger, agriculture plays an increasingly important role in the urban development structure. Through the Workshop, Ho Chi Minh City identified major orientation groups to implement in the coming time.
Accordingly, Ho Chi Minh City will develop agriculture based on science - technology and innovation, especially biotechnology, seed technology, automation, artificial intelligence, big data and traceability; forming a dynamic agricultural system in the Southeast region. In which, Ho Chi Minh City plays the role of a center for seeds and high-tech urban agriculture; Binh Duong develops large-scale plant and animal areas in an organic and circular direction; Ba Ria - Vung Tau develops aquaculture, high-tech agriculture and agricultural tourism.

Ho Chi Minh City continues to improve mechanisms and policies, especially land, green credit, technology transfer, attracting businesses and developing new cooperative models; at the same time, developing Ho Chi Minh City's agriculture is associated with reorganizing urban space, forming "green belts", high-tech agricultural zones, ecological agriculture, logistics centers, cold storage and modern agricultural product trading floors; focusing on developing high-quality human resources for urban agriculture, especially young people and intellectuals in the field of smart agriculture.
