At the announcement ceremony of the Binh Phuoc Provincial Planning for the period 2021-2030, with a vision to 2050, held at the end of 2024, Deputy Prime Minister Tran Hong Ha affirmed that Binh Phuoc has a strategic geographical location "kneeling at the Truong Son Mountains," "shouldering the border" with Cambodia, playing an important role in the new economic corridor, and serving as a gateway for economic, cultural, and social exchange between the Southeast region and the Central Highlands, the Mekong sub-region, and ASEAN.

Creating new spaces, new motivations.

Resolution No. 24-NQ/TW dated October 7, 2022, of the Politburo on socio-economic development and ensuring national defense and security in the Southeast region until 2030, with a vision to 2045, in addition to the general development orientation of the region, also positions Binh Phuoc in its socio-economic development plan for sustainable development, green growth strategy, and adaptation to climate change. This includes innovating the growth model associated with restructuring the regional economy towards modernization, focusing on the digital economy, sharing economy, green economy, and circular economy as the core and driving force for development. This aims to narrow the development gap with other localities in the region.

The Bình Phước Provincial Planning for the period 2021-2030, with a vision to 2050, announced at the end of 2024, is a concrete step in implementing Resolution No. 24 of the Politburo. It integrates a strategic vision and spatial development organization based on resource potential, strategic position, cultural values, and human resources. In particular, the inter-regional and trans-Asian infrastructure system will connect the economic space of Ho Chi Minh City - Bình Dương - Bình Phước; and the economic corridor of the Central Highlands - Southeast Vietnam - Mekong Subregion.

The planning will create new spaces, resources, and impetus to realize the aspiration of transforming Binh Phuoc into a modern, prosperous, and civilized industrial province, becoming one of the important economic growth poles of the Southeast region, a hub connecting the economy with the Central Highlands, with a harmonious development space between urban and rural areas; and an "attractive destination" of the Southeast region.

Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Tran Tue Hien affirmed that Resolution No. 24 of the Politburo and the Binh Phuoc Provincial Planning for the period 2021-2030, with a vision to 2050, are the legal basis for the province to formulate policies, implement the rearrangement of development space, allocate and effectively utilize resources, and maximize advantages to realize socio-economic development, national defense, and security goals; they serve as the basis for urban planning, rural planning, land use planning, and technical and specialized planning in the province in accordance with the law; and they are milestones that help the province proactively create a breakthrough and sustainable future development.

Innovating leadership thinking, cooperating for mutual development.

Recognizing that investment capital, especially foreign direct investment (FDI), has a positive impact on the province's economic growth in general and the entire industrial sector in particular, Binh Phuoc has been focusing on researching, developing, and implementing comprehensive and synchronized development mechanisms, policies, and plans to maximize the province's potential and strengths. At the same time, it is accelerating the implementation of key regional transportation projects to overcome the disadvantages of its remote location.

Deputy Prime Minister Tran Hong Ha; former Politburo member and former President Nguyen Minh Triet; and leaders of ministries, sectors, and localities performed the groundbreaking ceremony for the construction of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway section passing through Binh Phuoc province and the commencement of phase 2 of the BECAMEX Binh Phuoc Industrial Park.

Currently, Binh Phuoc is striving to promptly, fully, and accurately publish administrative procedures on the national database of administrative procedures so that officials, civil servants, citizens, and businesses are aware of, implement, and monitor their implementation. 100% of administrative procedure dossiers must be received and processed through the provincial-level administrative procedure information system and be interconnected and synchronized with the National Public Service Portal so that citizens and businesses can track and evaluate the implementation process. Binh Phuoc also commits to closely coordinating with the Government Office to complete the upgrade of the national database of administrative procedures in 2025.

The Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway is a vital, strategically important route connecting the Central Highlands, the Southeast region, Long Thanh Airport, and a series of other expressways and seaports.

Chairman of the Provincial People's Committee Tran Tue Hien emphasized that, to complete the "four good foundations" – good infrastructure, good human resources, good policies, and good public services – the province is prioritizing the development of inter-regional connecting transportation infrastructure such as the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway and the Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) expressway; and the Hon Quan specialized airport. The province is also developing urban infrastructure, border trade infrastructure, economic zones, industrial parks, and industrial clusters. Furthermore, it is developing digital infrastructure linked to e-commerce. Simultaneously, priority is given to training a skilled and professional workforce to meet the requirements of rapid and sustainable socio-economic development. The province is focusing on attracting, restructuring, and improving the quality of the workforce; and paying attention to social welfare.

Binh Phuoc is also modernizing its leadership and management methods; promoting digital transformation, improving the efficiency of administrative procedures, providing public services and digital services; building an equal, open, and transparent investment and business environment, aiming for the goal of shared development.

A "magnet" attracting foreign investors.

Currently, Binh Phuoc has 15 industrial parks covering an area of ​​6,061 hectares, and the Hoa Lu Border Economic Zone with tens of thousands of hectares, along with many industrial clusters with completed infrastructure and regional transportation connections, including seaports. According to the approved plan, by 2030, the total industrial park land area of ​​the province will be 18,105 hectares, ready to meet the needs of domestic and foreign investors. Notably, land lease prices in Binh Phuoc's industrial parks range from only about 80-100 USD/ ^m² , while neighboring provinces have prices around 130-150 USD/ ^m² . This is considered a comparative advantage, attracting major corporations such as CP Thailand; Hayat Turkey; Sung Ju - Samsung, Japfa… to Binh Phuoc for investment opportunities.

Alternate Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Provincial Party Committee Ton Ngoc Hanh and Chairman of the Provincial People's Committee Tran Tue Hien presented the investment registration certificate and flowers to congratulate Mr. Vuong Khac Cuong, Chairman of HAOHUA Vietnam Co., Ltd., the largest FDI investor ever in Binh Phuoc province.

Notably, another major player in the tire manufacturing industry recently invested hundreds of millions of USD in the largest-scale project in Binh Phuoc province. This is the HaoHua Tire Manufacturing Plant (Vietnam) project by Shandong HaoHua Tire, a subsidiary of HaoHua Group (China), with an investment of 500 million USD and a production capacity of 14.4 million tire sets per year.

With its modern production line, the HAOHUA Tire Factory (Vietnam) will produce approximately 14.4 million sets of tires annually, consuming about 120,420 tons of natural and synthetic rubber per year.

During a visit to the HaoHua Tire Factory, Ton Ngoc Hanh, Alternate Member of the Central Committee of the Communist Party of Vietnam and Secretary of the Provincial Party Committee, affirmed: The presence of the enterprise is of particular importance to Binh Phuoc province, because after commencing operations, it will consume approximately 120,420 tons of natural and synthetic rubber per year; creating jobs for about 1,600 local workers and 200 foreign workers. This is especially significant for Binh Phuoc province, which has the largest rubber plantation area in the country with over 240,000 hectares. It is hoped that in the future, the enterprise will prioritize the use of local raw materials to contribute to increasing the province's rubber industry revenue, promoting economic restructuring, and improving the income of Binh Phuoc people.
