Guidelines for compiling, estimating, and refining socio-economic indicators to serve the drafting of Party congress documents at all levels.

(Baothanhhoa.vn) - On the morning of June 24th, the Ministry of Finance held a nationwide online conference to implement and guide the compilation, estimation, and completion of socio-economic indicators to serve the development of documents for the Party Congresses at the provincial and commune levels (new term), 2025-2030.

Attending the conference at the Thanh Hoa branch were leaders and specialists from the provincial Statistics Office; representatives from relevant departments, agencies, and units; and the People's Committees of the newly established wards of Thanh Hoa City.

The conference aimed to clarify the content of socio-economic indicators used in the preparation of provincial and commune-level Party congress documents (newly developed), which have been researched and developed by the Statistics Department ( Ministry of Finance ); and to unify the approach, implementation, and calculation methods so that the evaluation of indicators and data accurately reflects the reality of each locality and unit when included in the Party congress documents.

At the conference, representatives from the specialized departments of the General Statistics Office presented many important contents such as: the set of socio -economic statistical indicators serving the Party Congresses at the provincial and commune levels for the 2025-2030 term; the content and methods for calculating the Gross Regional Product (GRDP) of provinces and centrally-administered cities; the content and methods for calculating the proportion of value added of the digital economy in GRDP; the content and methods for calculating the Human Development Index (HDI); and the content and methods for calculating per capita income.

Delegates attending the conference also received guidance from representatives of the National Accounts System Board and the General Statistics Office on compiling the indicator for the growth rate of total product value at the commune level; and explanations and clarifications on the three groups of indicators in the Party Congress documents at the provincial and commune levels for the 2025-2030 term, including: economic indicators, social indicators, and environmental indicators.

Representatives from the Ministry of Finance stated: The development of statistical indicators to serve the drafting of Party congress documents at all levels this time has many new aspects. Therefore, ministries, sectors, units, and localities need to study and fully understand these indicators to unify the approach, calculation methods, provision, and use of statistical data to objectively, honestly, and accurately assess the achievements of the 2020-2025 term. From there, they can orient the goals, targets, and tasks for the next term.
