In the early days of the Lunar New Year of the Horse 2026, the Provincial People's Committee announced the adjustment of the Tuyen Quang Provincial Planning for the period 2021-2030, with a vision to 2050. This is not only a requirement to update the planning in the context of the province's new development after the merger, but also reflects a strategic vision in organizing the province's development space, opening up new opportunities for Tuyen Quang to make breakthroughs in the coming period.

Direction for rapid and sustainable development

The overarching principle of this revised plan is to achieve rapid yet sustainable socio -economic development, based on innovative development thinking, institutional reform, significant improvement of the investment and business environment, and the promotion of the role of all economic sectors. The private sector is identified as one of the key drivers of growth. Simultaneously, the province focuses on strengthening regional linkages, expanding cooperation and integration, and developing a comprehensive infrastructure system, especially transportation and urban infrastructure. This is considered a crucial condition for expanding development space, attracting investment, and enhancing the local competitiveness.

In the context of the rapidly transforming economy, science and technology , innovation, and digital transformation are identified as crucial drivers of growth. Promoting the application of technology in production, management, and service provision not only enhances labor productivity but also creates new development models for the local economy.

Furthermore, economic development must be linked to environmental protection, efficient use of natural resources, and a focus on green growth and sustainable development. Traditional cultural values ​​and the unique identities of the province's ethnic groups are also recognized as important resources, contributing to the foundation for long-term development.

Provincial Party Secretary Hau A Leng affirmed: Completing the provincial planning adjustment immediately after the merger is of special importance, marking a new stage in the strategic vision planning process, ensuring spatial development unity, long-term strategic orientation, and growth momentum for the province. It clearly demonstrates a new development mindset, a comprehensive, long-term vision, and a scientific approach, opening a new phase of development with a strong aspiration to rise, creating a foundation for rapid and sustainable breakthroughs.

Adhering closely to the objectives of the Provincial Party Congress Resolution.

Based on the established development perspectives, the plan sets forth objectives closely aligned with the Resolution of the First Provincial Party Congress, such as: striving to build Tuyen Quang into a moderately developed, comprehensive, and sustainable province in the Northern Midlands and Mountains region by 2030. The economic structure will continue to shift towards increasing the proportion of industry and services; agriculture will develop towards commodity production, applying science and technology, and increasing added value. Tourism is identified as one of the important economic sectors, contributing to promoting growth and showcasing the local image.

Along with economic growth, the province focuses on the comprehensive development of cultural and social fields, improving the quality of human resources, ensuring social security, and enhancing the material and spiritual lives of the people. The effective management and utilization of natural resources, environmental protection, and proactive adaptation to climate change continue to be set as important tasks in the province's development strategy.

Some key targets set for 2030 include: average GRDP growth of 10.5% per year during the 2026-2030 period; average per capita income reaching VND 95 million/person/year; digital economy reaching at least 20% of GRDP; state budget revenue in the province reaching VND 12,000 billion; labor productivity reaching over VND 213 million/worker; attracting 6 million tourists; the poverty rate according to the national poverty standard decreasing by an average of 3-4% per year; the percentage of communes recognized as meeting new rural standards reaching 51.28%; forest cover reaching 62.2%... Ensuring strong national defense and security in the province; closely and harmoniously linking economic, cultural, and social development with national defense and security; maintaining political stability and social order and safety.

In its vision for 2050, Tuyen Quang strives to become a developed province with high income, a green and smart urban system; improved material and spiritual lives for its people; and sustainable protection of the ecological environment.

According to Nguyen Tien Hung, Chairman of the People's Committee of Vi Xuyen commune, the adjustment of the planning will create more opportunities for localities located within new economic axes and spaces to receive synchronized infrastructure investment, expand development space, and provide commune-level localities with more conditions to attract investment, develop production and services, and increase income for the people.

This revised provincial planning incorporates new thinking in organizing socio-economic activities according to a spatial development structure comprising: 1 driving axis, 2 growth poles, 3 economic regions, 4 development corridors, and 5 development pillars. This is considered an important orientation for effectively exploiting the potential of each area while creating linkages in development.

Accordingly, the development axis is defined vertically, running from the Thanh Thuy Border Gate Economic Zone - Ha Giang City to the Noi Bai - Lao Cai Expressway. This connects the province's important economic centers, creating conditions to promote the development of industry, trade, services, logistics, and tourism.

The two main growth poles include the northern region, associated with border gate economics, and the southern region, centered around Tuyen Quang city – the province's industrial, commercial, and service development hub.

The province's development space is also divided into three economic zones with different functions to leverage the advantages of each area. In addition, four economic corridors have been formed based on important transportation routes, creating conditions to strengthen intra-provincial connectivity and regional linkages between the province and neighboring localities in the region horizontally, such as Thai Nguyen and Lao Cai.

To realize this development orientation, the plan identifies five economic pillars: developing transportation and urban infrastructure; developing distinctive tourism; building a chain of agricultural and industrial processing of specialty products; developing border gate economy and logistics; promoting the digital economy; and training high-quality human resources.

When the goals and directions of the plan are implemented synchronously, Tuyen Quang will have more momentum to break through and gradually affirm its position as a bright spot for development in the Northern Midlands and mountainous region in the coming years.
