Only 270 hospitals have announced the implementation of electronic medical records.

According to the Prime Minister's Directive, by September 30, hospitals nationwide must complete the implementation of electronic medical records, but as of July 17, only 270 hospitals nationwide have announced the implementation of electronic medical records.

On July 17, the National Center for Health Information ( Ministry of Health ) organized a workshop on Solutions for implementing electronic medical records in Hanoi to promote and raise awareness of medical facilities about the role and benefits of digital transformation in the health sector, especially the implementation of electronic medical records; at the same time, answering and resolving difficulties and problems of localities and units implementing electronic medical records; introducing some solutions of the National Center for Health Information and partners to the units.

Electronic medical records are one of the important pillars in the digital transformation roadmap of the healthcare sector, contributing to improving the quality of medical examination and treatment, optimizing the management, storage and sharing of medical information, while ensuring the accuracy, connectivity and confidentiality of people's health data.

The process of implementing electronic medical records still faces many difficulties and challenges: from funding sources; information technology infrastructure, human resources, to system integration, technical standards and synchronous coordination between levels and sectors.

As of July 17, only 270 hospitals nationwide have announced the implementation of electronic medical records to replace paper medical records. This is a modest number compared to the set target.

The main reason is that many medical facilities still face difficulties in terms of funding, technological infrastructure, human resources, and lack of coordination between sectors and levels.

The leader of the National Health Information Center said that implementing Directive No. 07 dated March 14, 2025 of the Prime Minister on promoting the implementation of the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030 in ministries, branches and localities in 2025 and the following years, in which the Ministry of Health is assigned to direct hospitals nationwide to complete the implementation of Electronic Medical Records before September 30, 2025. The implementation of Electronic Medical Records cannot be delayed any longer.

Contributing to accelerating the implementation of Electronic Medical Records nationwide, after working with businesses providing solutions to implement Electronic Medical Records to remove obstacles for medical facilities and businesses, the Center agreed to report to the Ministry of Health with the following contents: The Ministry of Health reports and advises the Prime Minister to issue a Decision directing localities to deploy electronic medical records so that localities have a basis to allocate funds to medical facilities for implementation.

Recently, the Ministry of Health has sent a document requesting the Secretaries of Provincial and Municipal Party Committees to issue Resolutions of Provincial and Municipal Party Committees on the implementation of electronic medical records to mobilize the participation of the entire political system in implementation.

The Ministry of Health also issued Circular No. 13/2025/TT-BYT on Guidelines for implementing Electronic Medical Records; the Center has issued an official dispatch on Technical Guidelines for implementing Electronic Medical Records, and in the coming time, the Center will continue to issue Technical Guidelines for implementing the PACS System.
