Mong Cai City Party Committee is focusing on leading, directing, and ensuring unified and synchronous implementation of steps and stages in organizing Party Congresses at all levels for the 2025-2030 term, aiming for a successful congress with many innovations.
In line with Directive No. 35-CT/TW (dated June 14, 2024) of the Politburo and Plan No. 439-KH/TU (dated July 23, 2024) of the Provincial Party Committee on organizing Party Congresses at all levels for the 2025-2030 term, Mong Cai City Party Committee has issued Plan No. 385-KH/TU (dated August 2, 2024), Plan No. 388-KH/TU (dated August 8, 2024) to lead and direct implementation. In which, the time for Party cell congresses under the grassroots Party Committee is unified from January 2025, to be completed before February 28, 2025; elect village and neighborhood heads on the same day, then simultaneously hold Party cell congresses of villages and neighborhoods, to be completed before January 15, 2025.
For grassroots party committees and grassroots party cells, the congress will be held from April 2025 and completed before June 30, 2025; selected grassroots party organizations will hold a model congress in March 2025. The congress of city party delegates will be completed before July 25, 2025.
Comrade Vu Thi Thanh Thao, Head of the Organizing Committee of Mong Cai City Party Committee, said: From the analysis, assessment and practical situation in the locality, the Standing Committee of the City Party Committee and the City Party Committee decided to choose the Party Cell of the City People's Procuracy, the Hai Xuan Commune Party Committee, and the Ka Long Ward Party Committee to direct the organization of the model congress, gain experience in general direction, in order to achieve the highest results in organizing the congress.
The City Party Committee established 4 sub-committees to serve the organization of the Congress, assigning specific tasks to each sub-committee. Of which, the Documents Sub-committee (2 comrades), the Personnel Sub-committee (5 comrades) are both headed by the Secretary of the City Party Committee; the Propaganda - Celebration Sub-committee (13 comrades) is headed by the Standing Deputy Secretary of the City Party Committee, Chairman of the City People's Council; the Organization and Service Sub-committee (15 comrades) is headed by the Deputy Secretary of the City Party Committee, Chairman of the City People's Committee.
Up to now, the subcommittees have developed plans, organized meetings, assigned tasks to members; established working groups to support the subcommittees in accordance with the regulations and instructions of the province. In particular, the Document Subcommittee has issued Instruction No. 01-HD/TBVK (dated October 1, 2024) guiding the development of outlines for political reports and review reports of Party committees at congresses of branches and grassroots Party committees for the 2025-2030 term.
Comrade Hoang Ba Nam, Secretary of Mong Cai City Party Committee, said: The Standing Committee of the City Party Committee has organized a conference to summarize thematic assessments of the implementation results of the Resolution of the 13th National Party Congress, the Resolution of the 15th National Party Congress of the Provincial Party Committee, the Resolution of the 24th National Party Congress of the City Party Committee for the 2020-2025 term, in conjunction with the assessment of the achievements of the city over 40 years of renovation (1986-2026) to serve the Political Report of the City Party Congress for the 2025-2030 term.
Regarding personnel preparation, the City Party Committee has completed the review and supplement of the personnel planning (first time in 2024), approved according to regulations; is continuing to direct the review of the planning of the Party Committee, the Standing Committee of the City Party Committee and key positions of the city for the 2025-2030 (2026-2031) term according to the direction of the province; directing the branches and grassroots Party committees to review and supplement the personnel planning for the 2025-2030 (2026-2031) term in conjunction with preparing human resources for the congress for the 2025-2030 term.
The City Party Committee has conducted an initial review of the current city Party Committee personnel and Party Committees of branches and grassroots Party organizations; completed and supplemented the Standing Committee members of the City Party Committee and implemented the transfer and rotation of cadres in conjunction with the merger of commune-level administrative units.
