Hope Gunma province encourages and promotes businesses to expand investment in Vietnam

On the afternoon of October 21, at the Government Headquarters, Prime Minister Pham Minh Chinh received Mr. Yamamoto Ichita, Governor of Gunma Prefecture, Japan, who is visiting and working in Vietnam. Also attending the reception was Japanese Ambassador to Vietnam Ito Naoki.

At the meeting, Prime Minister Pham Minh Chinh and Governor Yamamoto Ichita were pleased to see the strong development of the Vietnam-Japan Comprehensive Strategic Partnership with many outstanding, substantive and effective achievements and increasing political trust. Japan continues to be Vietnam's leading economic partner; the number one partner in ODA cooperation and labor cooperation; the third largest investor, and the fourth largest trade and tourism partner of Vietnam.

During the Japanese Prime Minister's visit to Vietnam in late April 2025, the two countries agreed to establish new pillars of cooperation in science and technology, innovation, and training of high-quality human resources.

Local cooperation, culture, human resource connection and people-to-people exchange between the two countries are increasingly close and effective. Currently, there are more than 630,000 Vietnamese people living and studying in Japan, of which nearly 16,000 are in Gunma province and more than 2,000 Japanese enterprises are investing and doing business in Vietnam, which is an important bridge, contributing to promoting cooperative relations between the two countries.

Welcoming the Governor of Gunma Prefecture's fifth visit to Vietnam, Prime Minister Pham Minh Chinh highly appreciated the Governor and the provincial government for supporting and actively promoting the friendly cooperation between Gunma Prefecture and Vietnam, especially with Ninh Binh Province, in the fields of economy, investment, trade, tourism, human resources and culture.

Emphasizing the spirit of “sincerity, affection, and trust”, cooperation between the two countries has no limits. The Prime Minister proposed to further promote bilateral relations, especially cooperation in science and technology, investment, labor, human resource training, cultural exchange, and tourism, bringing about concrete results and products.

Noting that Vietnam is promoting decentralization and giving more autonomy to localities, "locals decide, localities do, localities take responsibility", the Prime Minister suggested that the Gunma provincial government continue to pay attention to and promote cooperation with Vietnamese localities, including localities in Gunma province that have had relations such as Ninh Binh province (formerly Ha Nam province), through specific and substantive cooperation projects, promoting the strengths of each locality, bringing harmonious benefits to all parties and studying the possibility of cooperation and signing with new suitable localities.

The Prime Minister also asked Gunma Prefecture to send a delegation to attend the Vietnam-Japan Local Forum scheduled to take place in November 2025.

The Prime Minister suggested that Gunma Prefecture continue to pay attention to, encourage and promote Gunma Prefecture enterprises to expand investment in Vietnam in areas where the province has strengths such as aerospace, agriculture, processing industry, manufacturing, supporting industry, etc. and areas where Vietnam has demand such as innovation, science and technology, digital transformation, green transformation, semiconductors, high-tech agriculture, etc.; promote connection and cooperation with Vietnamese enterprises, participate in fairs and exhibitions, contributing to connecting the two economies according to the policy of senior leaders, diversifying markets, products and supply chains.

The Vietnamese Government is continuing to remove legal obstacles, cut 50% of the time and cost of complying with administrative procedures compared to 2024, promote digitalization, and create all favorable conditions for investors.

Emphasizing that Vietnam has a young population, in the golden population period, the Prime Minister suggested that the two sides promote cooperation in training and receiving high-quality human resources suitable to the needs of Gunma province's and Vietnam's enterprises, especially in the fields of innovation, science and technology, semiconductors, and supporting industries; continue to pay attention, create favorable conditions, and continue to have many practical support policies for the community of 16,000 Vietnamese people living, studying, and working in the province; along with that, promote cultural and people-to-people exchanges, organize festivals to strengthen the close relationship between the people of the two countries, promote the image, heritage, and typical products of the two sides.

For his part, the Governor of Gunma prefecture expressed his honor to visit Vietnam for the 5th time, expressed his sympathy and hoped that the Vietnamese people affected and damaged by natural disasters and floods would soon return to normal life; and highly appreciated the Vietnamese community in Gunma for their many positive contributions to the development of the province and the relationship between the two countries.

Sharing that many Japanese enterprises are participating in this delegation hoping to invest in Vietnam in the near future, the Governor asked the Prime Minister to continue supporting and creating conditions for Gunma province to strengthen cooperative relations with Vietnam in general, as well as Vietnamese enterprises and localities in the fields as directed by the Prime Minister.
