A modern door, satisfied people

After the province's merger, the construction of public administrative service centers (PACs) at the commune and ward levels became one of the bright spots of reform, helping the government get closer to the people. The apparatus was streamlined, the process was transparent, and people no longer had to travel to many places to complete procedures.

Quick solution, less hassle

At the Chau Thanh Commune Cultural Center, Ms. Cao Thi My Le, residing in Hoa Thanh Hamlet, just finished making a birth certificate for her child and said: "I thought I would have to go to many places, but when I came here, the staff gave me enthusiastic instructions. It took less than 10 minutes to complete the paperwork, I felt so relieved."

The province currently has 102 communes, wards and special zones implementing the TTPVHCC model. The centers are located at the headquarters of the People's Committees of communes, wards and special zones with areas for receiving documents, counters for returning results, looking up information and posting public procedures. Reception staff are well-trained, proficient in using software, and processing documents according to standardized procedures. This model is considered an "extended arm" of the provincial government, both quickly handling procedures, reducing the burden on higher levels, and increasing transparency and consistency in the entire administrative system.

In Giong Rieng commune, to improve the speed of processing documents, the locality has upgraded the network connection. “Thanks to the network connection upgrade, online document processing is faster, people do not have to wait long. Although the cost of upgrading the connection increased from 600,000 VND to 1.2 million VND/month, the effect is obvious, people are satisfied,” said Huynh Khai Si, Deputy Director of the Giong Rieng Commune Public Service Center.

Close to the people, transparent

From July 1 to 7, 2025, Chau Thanh Commune People's Committee received 550 records in the fields of justice - civil status, economy , culture - society, of which 236 records were processed on time and before the deadline; 314 records are still within the processing time according to regulations. All are processed completely in the electronic environment, people and organizations can monitor the processing progress online, reducing delays, inconveniences and harassment.

Deputy Director of the Chau Thanh Commune Center for Public Administration, Quach Chieu Binh, said: "In the coming time, the center will coordinate with the sectors to propose decentralization and authorize more commune-level officials to appraise and approve common procedures such as notarization, confirmation of residence, confirmation of personal history... to increase the number of files processed in full at the commune, serving the people better."

For rural people, the elderly, and those who are not familiar with technology, this commune-level TTPVHCC model is truly a lifesaver. They do not need to travel dozens of kilometers to the district to confirm their applications, but only need to go to the commune People's Committee where there are staff to guide them and there is a clear receipt book. Bringing public administration to the grassroots helps the government to be close to the people, grasp and promptly handle the needs and problems of the people. In addition, many centers also integrate online public services at levels 3 and 4, allowing people to submit applications online, look up progress on smartphones, and receive results at home. For people in remote areas, commune officials also support computer operations and free declarations.

Another notable reform point is the decentralization of the first issuance of land use right certificates to the People's Committees at the commune level. From July 1, 2025, according to the 2024 Land Law and guiding documents, the Chairman of the People's Committee of the commune or ward is authorized to sign and issue red books to households and individuals in planned residential areas without disputes, thereby shortening the processing time from 30 days to 15 days, and people only need to submit their applications at the commune level, without having to go to the district as before.

Ms. Luu Thi Mai (73 years old), living in Giong Rieng commune, said: “I just submitted an application for a red book. I heard before that getting land papers was very tiring, going to the far away district and waiting for a month, now the commune does it right away, the staff gives enthusiastic instructions. Everyone is happy.”
