A Vietnamese enterprise wants to build its own semiconductor chip factory.

Up to now, semiconductor factories in Vietnam all belong to FDI enterprises and in reality, apart from contributing human resources to do simple steps, Vietnamese people have very little role in these factories.

This is the concern of many people who want to develop the semiconductor industry in Vietnam, as well as management agencies.

For example, to promote Vietnamese enterprises to develop the semiconductor industry, the National Assembly recently passed a Resolution on piloting a number of special policies and mechanisms to create breakthroughs in the development of science , technology, innovation and digital transformation. The important point of this resolution is to allow financial support for the construction of the first factory to serve research, training and production of semiconductor chips.

Accordingly, Vietnamese enterprises investing in building the first factory selected to manufacture small-scale, high-tech chips, serving research, training, design, trial manufacturing, technology verification and production of specialized semiconductor chips in Vietnam according to the Prime Minister 's request will be supported.

Specifically, the State will support 30% of the total project investment directly from the Central budget in case the factory is accepted and put into production before December 31, 2030, with the total support amount not exceeding VND 10,000 billion. During the preparation and implementation of the project, an annual deduction of more than 10% but not exceeding 20% ​​of the taxable income of the enterprise will be made for the Science and Technology Development Fund of the enterprise to supplement the project. The total amount of deduction will not exceed the total investment of the project.

In addition, enterprises are allocated land without auctioning land use rights, without bidding to select investors to implement projects using land. The Prime Minister decides to select enterprises to perform this task and decides on the specific level of support for that enterprise.

However, without waiting for the State's support, at the program "Exchange and sharing of experiences between the world's leading technology corporations and Vietnamese operators in the field of core technology 4.0", held on March 13, in Ho Chi Minh City, Mr. Wan Azmi, Operations Director of CT Semiconductor said that the company plans to build a factory to produce, package, test and process semiconductor chips invested and owned by Vietnamese people.

The company has submitted its investment application and is awaiting evaluation from the authorities. The factory is expected to have a total area of ​​20,000 square meters with 4 floors; it will carry out the production, packaging, testing and processing (OSAT) processes for semiconductor chips.

Mr. Wan Azmi said that investing in a semiconductor company is very expensive, like CT Semiconductor, to build a complete and operational machine cost 2,400 billion VND and to import equipment to serve the construction of the factory also cost 2,200 billion VND, not to mention other stages.

In addition, to have human resources to serve the semiconductor field, the company has cooperated with the world's leading educational partners, including Arizona State University, to build specialized training programs. In addition, the company also works with domestic universities to train local human resources.

In the future, in addition to factory operations, CT Semiconductor is also committed to training high-quality semiconductor human resources; students have the opportunity to experience working on modern production lines, exchange with domestic and foreign experts, contributing to the sustainable development of the semiconductor industry in Vietnam.

According to Mr. Tran Kim Chung, Chairman of CT Group, with CT Semiconductor, the goal is to become a pure Vietnamese semiconductor company, a pioneer, striving to truly master semiconductor technology in the global technology market. The development of semiconductor technology will be carried out seriously by this group, not following the old path of leasing land to FDI enterprises, then claiming that it is their own technology.

Mr. Vinh Nguyen, former Vice President of ECI Technology, also affirmed that the development of the semiconductor industry will bring many benefits to Vietnam, from mastering core technology to economic growth; ensuring security, creating jobs and increasing global competitiveness. This is the driving force for national prosperity and innovation.
