Removing the "bottleneck" of site clearance for a series of projects

Handling problems for 10 public investment projects

According to the Department of Finance, by mid-September 2025, for investment projects using public investment capital in the province, up to 179 projects encountered problems in site clearance. This has greatly affected the progress of project construction, resulting in a low disbursement rate.

Assessing the difficulties in site clearance work as the biggest "bottleneck" for the target of disbursing public investment capital in 2025 in the province, the Provincial People's Committee previously established two working groups to resolve difficulties and problems in compensation, support and resettlement of projects under the 2025 public investment plan in the province.

During the implementation of the tasks, with close coordination between working groups and related units and localities, many projects have been gradually handled, removing obstacles related to site clearance work.

Deputy Director of the Department of Finance Tran Anh Tu said: As of early October 2025, 10 public investment projects in the province have completed handling of problems related to compensation and site clearance. Among them are a number of important projects of the province such as: Component Project 1, Bien Hoa - Vung Tau Expressway Project Phase 1; Song Nhan - Dau Giay Road; Route 2 (according to the planning is connecting route No. 3), the beginning of the route intersects with Provincial Road 741, the end of the route intersects with Dong Phu - Binh Duong Road...

Besides, some other projects have also made progress in mobilizing people's consensus and are taking steps according to regulations in compensation and site clearance work.

According to the Provincial Land Fund Development Center, regarding the land acquisition work of the Gia Nghia - Chon Thanh Expressway Project, after the Provincial People's Committee launched the 90-day and night campaign to implement land acquisition, compensation, support and resettlement on October 8, 2025, the unit has directed branches in Dong Xoai, Dong Phu, Bu Dang, Chon Thanh to closely coordinate with the People's Committees of communes and wards where the project passes through to speed up the implementation of procedures related to land acquisition, compensation, support and resettlement of the project. Currently, the authorities have signed decisions approving compensation and support plans for households with an amount of hundreds of billions of VND.

A series of projects are still waiting…

The Flood Control Project for Chua Stream, Ba Lua Stream, and Cau Quan Stream in Long Hung and Phuoc Tan Wards, Dong Nai Province, was started in January 2023. However, after more than 2 years of construction, the entire site of this project has not yet been handed over to the investor.

According to Decision No. 701/QD-UBND dated August 8, 2025 of the Provincial People's Committee, the Provincial People's Committee established two working groups to resolve difficulties and problems in compensation, support and resettlement for projects under the 2025 public investment plan in the province. In particular, Working Group No. 1 is responsible for resolving difficulties and problems in the process of implementing compensation, support and resettlement for projects in the former Binh Phuoc province; Working Group No. 2 is responsible for resolving difficulties and problems in the process of implementing compensation, support and resettlement for projects in the former Dong Nai province.

Mr. Do Bao Nam, Deputy Director of the Provincial Construction Investment Project Management Board, said: In the project area, there are still 3 households that have not handed over the land (about 40m long); 1 pontoon bridge built by the people across the stream has not been dismantled; 1 fire prevention and fighting water tank of Nguyen Huu Canh High School located within the project area has no plan to be relocated and 31 households have received money and handed over the land but have not yet dismantled the construction and architectural objects within the project boundary.

The delay in handing over the site greatly affects the plan to complete this project by the end of 2025 as well as the progress of disbursing capital allocated for the project.

According to the Department of Finance, as of early October 2025, there were still more than 160 projects using public investment capital in the province that had not yet handed over 100% of the land for project implementation.

According to comrade Vo Tan Duc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, removing difficulties and obstacles in site clearance work is identified by the province as one of the priority tasks to speed up the progress of projects and increase the disbursement rate of public investment capital. Therefore, in order to complete the target of disbursing 100% of the public investment capital plan in 2025, the Provincial People's Committee has requested relevant units and localities to focus on accelerating compensation and site clearance work.

“The province clearly assigns responsibilities to each locality, the commune and ward leaders are directly responsible for the progress. Strengthen dialogue, mobilize people, and resolutely handle cases of deliberate delay and policy exploitation” - Chairman of the Provincial People's Committee Vo Tan Duc said.
