Thai Nguyen speeds up disbursement of public investment capital

On the morning of October 22, the People's Committee of Thai Nguyen province held a conference to urge and evaluate the disbursement of public investment capital and the progress of implementing national target programs in the province. Comrade Pham Hoang Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, chaired the conference.

In his opening speech, Chairman of the Provincial People's Committee Pham Hoang Son emphasized: 2025 is the last year of the medium-term public investment plan for the 2021-2025 period, so the disbursement progress and capital use efficiency are of special importance, deciding the results of completing the socio -economic targets of the whole period.

However, up to now, the province's disbursement progress is still lower than required, many projects and programs are still stuck and slow to implement. The Chairman of the Provincial People's Committee requested departments, branches and localities to clearly review the causes of the delay, clarify the responsibilities of the leaders, focus on removing obstacles in site clearance, project adjustment, investment procedures, and at the same time thoroughly handle contractors who are behind schedule.

According to the report, to date, the whole province has disbursed more than 7,778 billion VND, reaching 61% of the assigned capital plan. Of which, the capital extended from last year only reached 51%. At the commune level, the total disbursement reached 48.8%. Notably, there are 10 investors disbursing less than 10% and 13 units disbursing less than 50%.

Regarding the implementation of the three national target programs, the disbursement, especially the disbursement of career capital, achieved very low results. The national target program (NTP) for the development of ethnic minority and mountainous areas only reached 16%; the NTP for new rural construction reached 45.9%; and the NTP for sustainable poverty reduction reached 12.7%.

At the Conference, delegates frankly discussed, analyzed, and clearly recognized the current situation, causes, and responsibilities of each agency, unit, and locality; at the same time, proposed specific and feasible solutions to speed up disbursement progress, striving to complete 100% of the public investment capital plan and national target programs in 2025.

In his concluding remarks, Chairman of the Provincial People's Committee Pham Hoang Son requested departments, branches and localities to absorb the opinions at the Conference; considering this a key task to accelerate implementation from now until the end of the year. Vice Chairmen of the Provincial People's Committee continue to urge and direct resolutely the assigned areas of responsibility.

The Chairman of the Provincial People's Committee assigned the Department of Finance to coordinate with units to review and transfer capital from projects that are unable to disburse to projects in need, and complete the transfer report before October 30, 2025. For the Land Fund Development Center and communes and wards, the Chairman of the Provincial People's Committee requested to urgently appraise and approve compensation, support and resettlement plans; strengthen propaganda and mobilize people to hand over the site. Investors must commit to progress, organize construction in "3 shifts, 4 shifts", complete payment documents with the State Treasury, and avoid concentrating the volume at the end of the year.

Regarding the National Target Program, the Chairman of the Provincial People's Committee assigned the Department of Ethnic Minorities and Religions to update detailed data on the programs being implemented and coordinate implementation, to be completed before October 25, 2025; assigned the Vice Chairman of the Provincial People's Committee to be in charge of urging and ensuring disbursement reaches 100% of the 2025 plan.
