Mr. Le Phu Nguyen, Chairman of the People's Committee of Hoa Vang Commune, said that after 45 days of mobilizing philanthropists, teachers, parents, etc., the commune's shared textbook cabinet has raised more than 550 million VND to buy books and 6,262 textbooks, placed in the libraries of schools under the commune's management.
According to Mr. Nguyen, from the 2025-2026 school year, Hoa Vang commune will lend more than 15,000 textbooks to 1,254 students, who are children of people in 8 mountainous villages of the commune, and provide them to all students who are children of policy households, poor households, near-poor households, disadvantaged households, sick households, children of ethnic minorities and households that have not purchased textbooks.

The Chairman of the People's Committee of Hoa Vang commune said that from the 2026-2027 school year, the commune will strive to arrange and mobilize resources for shared textbook shelves, covering 100% of the textbook needs of children in the commune (about 5,000 students); arrange funds to buy new replacement books, and depreciate damaged books (5-10%).
According to the plan, every year, people in Hoa Vang commune borrow textbooks from the commune for their children to study. After finishing their studies, parents and students return them to the “Shared Textbook Shelf” for the next generation of students to use. People in Hoa Vang commune will save money on buying textbooks.
"The shared textbook cabinet of Hoa Vang commune is a small but beneficial work for the people, easy to do but brings real efficiency and positive impact in state management work," said Mr. Le Phu Nguyen.
The Chairman of Hoa Vang Commune also said that this is to help people have textbooks for their children to study without spending money on buying books. This form was done by our fathers and brothers in the 1990s and before, and is still done in rich and developed countries.
The Chairman of the People's Committee of Hoa Vang commune shared: "Due to changes in the management mechanism, parents will have to buy textbooks themselves. After students finish studying, if the books are thrown away or sold as scrap paper, it will cause great social waste."
Furthermore, according to the Chairman of the People's Committee of Hoa Vang Commune, the process of raising and educating children is long-term, elaborate and costs a lot of money. Although each set of textbooks is not worth much (VND300,000-400,000/set), but for 12 years of general education, this is a large sum of money for the people.
"The shared textbook cabinet model will save millions of dong for each family in the commune, so it is something that needs to be done and is determined to do," Mr. Le Phu Nguyen shared.
The Chairman of the People's Committee of Hoa Vang Commune also said that the commune is still poor and the people still have many difficulties. With this method, not only each family can save a few million VND, but the whole commune will save billions of VND each year and tens of billions of VND over the years of a textbook usage cycle.
"This is also a way for all people in the commune to join hands in practicing thrift and fighting waste as called for by the Party and State," affirmed the Chairman of the People's Committee of Hoa Vang commune.
Da Nang City has issued many breakthrough policies that are humane and outstanding, have received public approval and appreciation, and have become the city's brand, such as the "5 no's", "3 yes's", "4 safe" programs; effectively implemented policies and preferential regimes for people with revolutionary contributions and vulnerable groups in society; exempted tuition fees for all levels of education, etc.
