The Steering Committee for Natural Disaster Prevention and Search and Rescue of Ha Tinh province informed that as of 7:00 a.m. on September 20, due to the impact of the storm and post-storm circulation, there was very heavy rain in the province.
Rain has caused the water level on the Ngan Sau and Ngan Pho rivers to nearly reach alert level 2, and the La river to alert level 1. There is a risk of flooding in low-lying areas along the rivers, flash floods and landslides on steep slopes in mountainous areas; and flooding in urban areas and cities is very high.
Reservoirs, flood discharge dams and overflow dams pose a high risk of flooding and landslides, so local authorities have urgently evacuated people to safe places and given students a day off from school.
To ensure safety, on the morning of September 20, more than 10,800 students from 24educational institutions in Huong Khe district were given a day off.
Mr. Phan Quoc Thanh - Head of the Department of Education and Training of Huong Khe district, said that the district's education sector has also issued documents guiding educational institutions to implement measures to prevent storms and floods; assigning leaders and specialists in charge of school clusters to promptly grasp information, carry out tasks, and coordinate in handling unusual situations. Schools keep in touch with parents to coordinate management and support students.
In Huong Son district , this morning some roads were also flooded, so the locality allowed more than 800 students of kindergartens and primary schools to stay home to ensure safety.

In Cam Xuyen district, in order to proactively deal with flooding in areas along the Rac and Ngan Mo rivers, authorities have proactively evacuated 21 households with 55 people in communes (Cam Lac commune has 13 households with 19 people; Cam Due commune has 8 households with 36 people) affected by landslides to safe shelters.
Mr. Le Ngoc Ha, Vice Chairman of Cam Xuyen District People's Committee, informed that before storm No. 4 , the government proactively called and notified ship and boat owners and coastal residents to take shelter in safe storm shelters.
Currently, due to heavy rain causing the risk of flooding and landslides in some vulnerable areas, the district has directed localities to quickly evacuate people to safe places and have plans to protect their lives and property.
The authorities of Huong Khe and Thach Ha districts also proactively evacuated people from flood-prone areas to safe locations. Specifically, Huong Khe district evacuated 23 households with nearly 100 people in Huong Lam, Loc Yen, Huong Vinh communes and signed a commitment with 165 households in Gia Pho, Huong Lam, and Huong Thuy communes to evacuate when ordered; Thach Ha district evacuated 5 households with 18 people in Tan Phong village, Dinh Ban commune.
Heavy rain causes local flooding in many localities
According to initial damage statistics, in Ha Tinh province, 14 houses in Ky Xuan commune, Ky Anh district had their roofs blown off. The storm also caused 39 houses, auxiliary structures, roofs and 10 street lamp posts, hundreds of trees to fall and break in Cam Duong and Nam Phuc Thang communes of Cam Xuyen district.
In Loc Ha and Can Loc districts, 4 houses had their roofs blown off in Thinh Loc and Son Loc communes, and many electric poles were knocked down in Quang Loc commune. Heavy rain also caused the fence of Dau Lieu Primary and Secondary School in Dau Lieu ward (Hong Linh town) to collapse, causing an estimated damage of 20 million VND. Many trees and outbuildings in Vu Quang, Loc Ha, Cam Xuyen districts and Ky Anh town were knocked down, broken and damaged.
Local authorities at all levels have mobilized mass organizations to overcome immediate damage caused by natural disasters to stabilize people's lives. Currently, erratic heavy rains are causing localized flooding in many localities.
Ha Tinh province requires units and localities to propagate and put up warning signs, prohibit flooded points and roads to avoid serious damage, and inspect and urge departments, branches and localities to deploy storm and flood prevention according to assigned functions and tasks.
