Passengers were evacuated from the train at 4:16 p.m., a firefighter said. About 40 firefighters were deployed to Disneyland, which is located next to Hong Kong International Airport, he said.
Disney said delays in boarding passengers in the ride's loading area prevented the train from departing as scheduled.
"As a safety measure, the vehicle control system was activated to prevent it from moving. One of the vehicles, carrying 12 passengers, was stopped in a position requiring assistance from the fire department," a company spokesman said.
The company said the ride was suspended immediately and will resume operations once the inspection is complete.
