Looking from the results of implementing ethnic policies
Muong Te is a mountainous, border district of Lai Chau province, with a 130.292 km long border adjacent to 3 districts of Yunnan province, China. The whole district has 14 administrative units of communes and towns with a population of over 49,000 people, with 10 ethnic groups living together.
Mr. Nguyen Truong Giang - Vice Chairman of Muong Te District People's Committee, said that in recent times, the implementation of ethnic affairs, ethnic policies, programs, projects, and national target programs has contributed to promoting the socio -economic development in the district, especially in particularly disadvantaged communes and villages.
In the period of 2019 - 2024, the technical infrastructure system in the district has received more investment attention, through various sources and forms of investment, focusing on traffic infrastructure and infrastructure in particularly disadvantaged communes. Thanks to that, all 13 communes of Muong Te district have car roads to the commune center, and the road surface is hardened. All schools and commune health stations in the area are solidly built; over 95% of households have access to the national grid; over 98% of the rural population has access to clean water...
Over the past 5 years, with a total investment capital of 65.92 billion VND, the district has implemented housing support for 1,497 poor and near-poor households in the area. Thereby, contributing to fundamentally solving the housing difficulties for poor and near-poor households.
In the years 2022 - 2024, implementing the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2021 - 2025 (National Target Program 1719), the whole district is allocated a capital of 511,338 billion VND (returned to the provincial budget of 43,430 million VND from public service sources), the remaining implementation cost is 467,908 million VND. To date, 214,933 million VND has been disbursed.
From the projects of the Program, rural infrastructure has been invested in upgrading, repairing, and newly building; supporting people with suitable varieties of crops and livestock; preserving and promoting good traditional cultural identity, eliminating backward customs and practices, improving people's material and spiritual life; improving the quality of education and health care; eliminating inferiority complex of people to integrate into the common development; contributing to ensuring political security, social order and safety in ethnic minority areas.
In the period of 2019 - 2024, Muong Te district basically has no more households suffering from prolonged poverty, the lives of ethnic people have improved significantly. Average income per capita increased from 23 million VND (in 2019) to 27.6 million VND (in 2023). The proportion of industries is estimated to reach: agriculture, forestry and fishery accounts for 33.6%; industry and construction 54.8%; services 11.6%.
Prosperity in the houses
With the efforts and determination of Party committees, authorities and the entire political system, the socio-economic situation in the district has had positive changes. Development support programs and policies such as: Program 135; National Target Program 1719; National Target Program for Sustainable Poverty Reduction; National Target Program for New Rural Development... have gradually improved the material and spiritual life of ethnic minorities in the whole district.
Before 2021, the family of Mr. Lo A Sang, a Mang ethnic group in Nam Giáng village, Vàng San commune, Mường Tè district, was still one of the poor households in the village, because the life of the family of 4 people depended on a few fields and one crop.
However, with the support of the government, Mr. Sang's family boldly invested in beekeeping, cattle breeding and improved rice cultivation techniques, which gave the family an income of about 60 million VND/year.
"Thanks to the government's help, my family has escaped poverty. I never thought that after so many years of poverty, my family would now have such a full life," Mr. Sang said excitedly.
Effectively implementing policies to support agricultural production, in Muong Te district, many types of plants with high economic value are being grown, such as: Lai Chau ginseng, cardamom, purple cardamom, aromatic grass, red fruit, wild ginseng, with a total area of over 2,500 hectares.
In 2018, Mr. Po Va Hu - a prestigious person, Head of Sin Chai B village, Pa Ve Su commune decided to plant 6,500 Lai Chau ginseng trees. By 2019, seeing that the trees grew well when planted in the village, his family and 46 households joined together to grow ginseng. Currently, the ginseng area of the people in Sin Chai B village has reached 3 hectares. This is also a feasible direction for the people to become well-off households and gradually get rich.
Along with the investment support of the State, people actively and proactively work in production and effectively use poverty reduction support funds, so the poverty reduction rate of the district is up to 12.99%. The poverty rate according to the poverty standard for the period 2021 - 2025, decreased from 57.23% in 2021 to 44.24% in 2023.
Another notable mark is that Muong Te has 3 communes meeting the new rural criteria: Bum Nua, Muong Te, Thu Lum. The district also has 12 products recognized as 3-star OCOP products...
