Both the United States and Russian President Vladimir Putin have recently spoken out about Ukraine's efforts to get Western countries to allow it to use long-range weapons to strike deep into Russia.

The Guardian newspaper quoted President Putin as stating that if the West allows Ukraine to use long-range weapons to attack Russian targets, this "will significantly change the nature of the conflict. That means NATO countries, the US, and European countries are in conflict with Russia."
According to him, allowing Kiev to attack deep into Russia "is a decision on whether NATO countries will directly participate in the military conflict or not".
The Kremlin chief stressed that when the nature of the conflict changes like that, Moscow "will make appropriate decisions based on the threats we will face."
The statement was made in the context that earlier, at a joint press conference with his British and Ukrainian counterparts, David Lammy and Andrey Sibiga, in Kiev, US Secretary of State Antony Blinken spoke about Washington 's readiness and will continue to adjust its policy as the situation in Ukraine evolves.
According to The Guardian , this is the strongest hint yet from the US that the White House is about to lift restrictions on the use of long-range weapons provided by the West to Ukraine against important military targets inside Russia.
After the meeting in Kiev with his British and Ukrainian counterparts, the US Secretary of State made similar remarks during a subsequent visit to Poland.
TASS news agency quoted Mr. Blinken in Warsaw, when asked to comment on the prospect of lifting restrictions on Kiev's attacks deep into Russian territory with US-made weapons, as saying that Washington would adjust to Ukraine's needs as necessary to ensure the Eastern European country "has what it needs."
However, at a regular press conference on September 12, US Department of Defense spokesman Patrick Ryder said that no weapon can change the situation and allow the Kiev government to win the current conflict.
According to the Pentagon official, Washington's view is that Ukraine should focus on using existing capabilities in a way that gives it a stronger position at the negotiating table.
Meanwhile, on the Ukrainian side, the Unian news service on September 12 quoted President Vlodymyr Zelensky complaining that the West had practically refused to allow long-range strikes inside Russia.
“ If you lift restrictions on certain types of weapons that do not include missiles, then that is not lifting restrictions. This is another way of not making a positive decision on the use of the relevant weapons,” he said .
