The Hanoi Department of Health has issued four documents to suspend circulation, recall and destroy cosmetics that do not meet quality standards.
The products that were suspended, recalled and destroyed include: skin whitening cream, sunscreen SPF 30 (brand: SH Today Hai Duong Cosmetics); anti-melasma - freckles - age spots - skin whitening cream (brand: OLY HT); Darling C08 nail polish (GS16); Yoko Eva Collagen cleaning solution. These products have also been announced by the Drug Administration of Vietnam ( Ministry of Health ) to be suspended from circulation, recalled and destroyed nationwide.

The reason is that the tested sample did not meet quality standards because it contained Propylparaben, which is not included in the product formula ingredients that have been granted a cosmetic product declaration receipt number.
Whitening and sunscreen cream SPF 30 (brand: SH Today Hai Duong Cosmetics) - box of 1 bottle of 15g, Registration number: SCB: 000046/20/CBMP-HCM; Batch number: 0505022; Manufacturing date: 6/5/2022; Expiry date: 3 years from the date of manufacture; Organization responsible for bringing the product to market and manufacturing: Hai Duong Cosmetics Production and Trading Company Limited (address: 38/13 Nguyen Son, Phu Tho Hoa Ward, Tan Phu District, Ho Chi Minh City).
The product has a test sample that does not meet quality standards because it contains Methylparaben and Propylparaben, which are not included in the product formula and have been granted a cosmetic product declaration receipt number.
Darling C08 nail polish product (GS16) - 16ml bottle, on the label is Lot number: 0407; Manufacturing date: 7/30/22; Expiry date: 3 years from the date of manufacture; Organization responsible for bringing the product to market and manufacturing: Cam Tu Darling Production, Trade and Service One Member Co., Ltd. (address: 312/32 Kinh Duong Vuong, An Lac A ward, Binh Tan district, Ho Chi Minh City).
The product's test sample contains Pigment Orange 5, a substance not allowed in cosmetic products according to Circular No. 06/2011/TT BYT (Reference No. 397, Appendix II, ASEAN Cosmetic Agreement).
Yoko Eva Collagen feminine hygiene solution product - box of 1 bottle of 100 ml, on the label is Lot number: 060722; Manufacturing date: 7/2/22; Expiry date: 7/1/25; Announcement number: 12702/22/CBMP-HN; The organization responsible for bringing the product to the market is Yoko Pharma Pharmaceutical Company Limited (address: Phan Residential Group, Bach Sam Ward, My Hao Town, Hung Yen Province); Bibita Pharmaceutical Technology Joint Stock Company (address: Nghia Hao Village, Phu Nghia Commune, Chuong My District, Hanoi City) manufactures.
The test sample of Yoko Eva Collagen cleaning solution - box of 1 bottle of 100 ml does not meet the quality standards for pH index and the circulating cosmetics have labels that misrepresent the inherent nature and features of the product.
The Hanoi Department of Health has requested cosmetic businesses and users in the area to urgently review and immediately stop selling and using the above-mentioned substandard products.
The health departments of 30 districts, towns and cities notify businesses and cosmetic users in the area to recall all of the above products; inspect and supervise the recall implementation of the establishments.
Hanoi Department of Health coordinates with mass media agencies to promptly inform businesses, cosmetic users and people to avoid trading and using the above-mentioned substandard products.
Previously, on November 22, 2024, the Department of Health also issued a notice to suspend circulation, recall and destroy a batch of Mylove anti-melasma, freckle, age spot, and skin whitening cream - box of 1 bottle of 12g; Elite Cream 3 in 1 Care product - box of 1 bottle of 12g; Tan Gia Khang melasma and skin whitening cream - box of 1 bottle of 6g.
All 3 batches of these products had test samples that did not meet quality standards because they contained Propylparaben and Salicylic Acid, which were not included in the product formula ingredients that had been granted a cosmetic product declaration receipt number.
According to experts, parabens in cosmetics can cause irritation and damage to the skin, especially for people with sensitive skin.
Methylparaben can react with UVB rays in sunlight, causing premature aging and increasing the risk of skin cancer. In addition, parabens can cause breast cancer in women or affect reproductive function by increasing estrogen levels in the body.
In addition, many studies have shown that parabens can have negative effects on male reproductive function. Accordingly, butylparaben can reduce the quality and quantity of sperm and affect the normal functioning of sperm. Because of the above harmful effects, parabens are not licensed for use in cosmetics.
Since 2015, the Drug Administration has eliminated a number of substances used in cosmetics, including butylparaben and its salts, propylparaben and its salts, a mixture of parabens with a maximum total concentration of 0.8% (calculated as acid) and 5 parabens (isopropylparaben, isobutylparaben, phenylparaben, benzylparaben and pentylparaben) added to the list of substances not allowed to be used in cosmetics.
There have been many statistics showing that salicylic acid causes many health risks, even death.
As for salicylic acid, one of the most dangerous side effects of salicylic acid is that it causes Reye's syndrome, which can be fatal to users or can leave them disabled for life.
Another risk is that it can cause asthma and aspirin sensitivity. An allergic reaction to aspirin can be fatal. Salicylic acid can also cause skin cancer because it increases the skin's sensitivity to ultraviolet light.
According to the National Institute of Neurological Disorders and Stroke (USA), Reye's syndrome will affect all organs in the body, most seriously the brain and liver.
Reye's syndrome also causes fat to build up in the liver and other organs. Reye's syndrome is often misdiagnosed as encephalitis, meningitis, diabetes, drug poisoning, or psychological disorders.
Symptoms of Reye's syndrome include persistent or recurrent vomiting, listlessness, personality changes such as irritability or "confrontational", stubbornness, disorientation, confusion, delirium, seizures and loss of consciousness... 95% of cases of Reye's syndrome are caused by the use of products (cosmetics, pharmaceuticals) containing salicylic acid and aspirin.
Salicylic acid will increase the skin's absorption of ultraviolet rays, leading to the risk of sunburn or skin damage. Therefore, people who use cosmetics containing salicylic acid when going out must use sunscreen with SPF 30.
With the health risks mentioned above, you must be careful when using cosmetics containing salicylic acid, otherwise you may end up with acne that has not gone away but has already caused the disease.
