"Without US pressure on the Ukrainian leadership, the situation would not be as it is now. The Ukrainian leadership was ready to sign a peace treaty and put forward written proposals to Russia. In principle, we accepted them," said Russian Security Council Secretary Nikolay Patrushev, referring to talks between Russian and Ukrainian delegations in Turkey in March last year.

“ In the morning, members of the Ukrainian delegation sent us proposals for the talks. However, in the evening, they said: ‘No, we abandon them,’” Nikolay Patrushev added.
"This happened only because the United States put pressure on Ukraine. Washington said there was no need to hold negotiations," the Russian Security Council Secretary stressed.
According to Nikolay Patrushev, "there are many interested parties in the conflict", first of all the United States and the United Kingdom.
After Moscow launched a military operation in Ukraine, the first talks between Russia and Ukraine took place in Belarus in early March 2022, but the talks did not produce any results.
Next, the two sides' negotiations took place in Istanbul (Türkiye) on March 29, 2022. Afterwards, Russian Presidential Assistant, Head of the Russian Delegation Vladimir Medinsky announced that Moscow had received proposals from Kiev on a possible future agreement, including commitments to neutrality, non-alignment and not allowing the deployment of foreign troops and weapons, including nuclear weapons, on Ukrainian territory.
At that time, Russia withdrew its troops from the Kiev and Chernigov regions. However, peace talks were completely frozen afterwards. Russian President Vladimir Putin announced that Kiev had abandoned the agreements reached in Istanbul.
In October last year, Ukrainian President Vladimir Zelensky issued a decision banning negotiations with Mr Putin.
