2022 achieved 84.19% of the plan

According to the Director of the Department of Agriculture and Rural Development (DARD) Doan Van Danh, regarding the results of the project implementation, in 2022, the whole province planted 634,713 trees, reaching 84.19% of the plan (KH), including: 33,264 trees mobilized by the Project Steering Committee (BĐH), provincial agencies, districts and cities; 601,449 trees mobilized by local people to plant themselves. There are 2 localities that completed and exceeded the plan: Ben Tre City and Mo Cay Nam; Cho Lach, Chau Thanh and Thanh Phu achieved from 90 - 98.69% of the plan; Binh Dai, Giong Trom, Ba Tri and Mo Cay Bac achieved from 67.08 - 78.01% of the plan. Provincial agencies and branches have received tree support from the Project Management Board and other socialized mobilization sources to plant 12,984 trees of all kinds, reaching 287.64% of the plan registered at the beginning of the year (4,514 trees); of which, the Provincial Youth Union planted 6,135 trees of all kinds (registered at the beginning of the year was 2,350 trees).

Concentrated afforestation, the results of implementation by the end of 2022, the whole province planted 326,423 trees (equivalent to 115.67 hectares), reaching 17.73% compared to the plan, including: afforestation under the WB Project in Ba Tri district 70 hectares (equivalent to 196,680 trees), reaching 77.42% of the plan. The reason for not reaching the plan is that some land locations do not meet the conditions for planting. The afforestation project of the Management Board of Protective and Special-Use Forests planted 28.17 hectares (equivalent to 94,743 trees), reaching 132.69% of the plan (the plan is 71,400 trees). Afforestation under the GIZ Project in Binh Dai district 17.5 hectares (equivalent to 35 thousand trees), reaching 100% of the plan. Particularly, 151.6 hectares of mangrove forest (equivalent to 1.516 million trees), An Dien commune, Thanh Phu district (WB Project) cannot be implemented in 2022, because the land has not been recovered to hand over to the Agricultural Project Management Board to organize planting.

In addition, in 2022, the province will continue to receive financial support from CP Vietnam Livestock Joint Stock Company to take care of 24.93 hectares of forests planted in 2021 and to protect and promote forest regeneration of 5.07 hectares.

Striving to achieve the target in 2023

Director of the Department of Agriculture and Rural Development Doan Van Danh said that based on the Project on tree planting in the province for the period 2021 - 2025 and the implementation results in 2022, the Project Steering Committee plans to plant trees in 2023 as follows: The total number of trees planted in 2023 is 1,423,618, including: 768 thousand scattered trees (41,890 trees supported by the budget and social mobilization); 726,110 trees planted by people themselves.

Concentrated forestation of 129.91ha (equivalent to 655,618 trees), including: WB capital for new planting of 109ha (Thanh Phu area 90ha, Ba Tri 19ha), not including the cost of care and replanting of dead planted areas in 2022. Budget capital and social mobilization (if any) 20.91ha.

Total implementation cost is 7,340 million VND, including: scattered tree planting 607 million VND (not including trees planted by people themselves), forest planting 6,733 million VND. Implementation cost: scattered tree planting, budget capital 238 million VND, socialized capital 369 million VND. Forest planting, WB capital 4,334 million VND, budget capital and socialized capital (if any) 2,399 million VND.

To implement the proposed plan, the Department of Agriculture and Rural Development shall preside over and advise the Project Management Board on the procedures to request the Golden Heart Fund to consider supporting socialized funding to implement the project in 2023. Direct affiliated units (Forestry Sub-Department, Protection and Special-Use Forest Management Board) to organize the tree planting campaign on May 19, 2023 and afforestation from the budget. Coordinate with CP Vietnam Livestock Joint Stock Company to continue receiving funding to take care of planted forests since 2021. The Department shall request the Project Management Board for Investment in Agricultural and Rural Development Works to preside over and effectively implement afforestation from World Bank loans in Thanh Phu and Ba Tri districts.

The Department of Finance monitors and allocates funding for project implementation from the provincial budget. At the same time, it supports procedures related to funding during project implementation. CP Vietnam Livestock Joint Stock Company continues to allocate capital to support the care of planted forests in 2021 under Program No. 2184-CTPH/CPV-SNN dated July 12, 2021.

The Golden Heart Fund continues to support funding for the project implementation in 2023 (the proposed funding is supported by socialization). Sectors and levels continue to propagate and mobilize benefactors to support funding for the project implementation in 2023. People's Committees of districts and cities perform well in directing, assigning care and management of planted trees.
