On March 29, Deputy Director of the Department of Home Affairs Tran Van Duong informed about the results of the implementation of the Project on rearranging administrative units at commune and district levels in Nam Dinh province, period 2023-2025.
According to Mr. Duong, Nam Dinh currently has 9 districts and 1 city, corresponding to 226 communes, wards and towns. After the project to rearrange administrative units at district and commune levels is approved, My Loc district will be merged into Nam Dinh city. Thus, the total number of units in the whole province will be reduced by 1 district and 51 communes, wards and towns. Most of the new communes and wards will be formed from the merger of 3 equivalent units.
The leader of the Department of Home Affairs of Nam Dinh province said that the plan to deal with redundant cadres, civil servants, public employees, and part-time workers at the commune level; the plan to resolve and handle headquarters and public assets after the arrangement of administrative units at the district and commune levels... is also being carefully discussed to ensure both savings and efficiency and ensure jobs for workers.
In My Loc district alone, after merging into the city, it is expected that the number of redundant officials and civil servants will be 24 people.
"These people will be internally adjusted among specialized agencies under the City People's Committee after the merger. The remaining redundant civil servants will continue to be gradually transferred to agencies of the same sector of the province according to the number of changes (due to retirement, resignation, job transfer, etc.) within 5 years," Mr. Duong informed.
For the commune level, the number of surplus cadres, civil servants and non-professional workers is 543 people. Those at the commune level will be transferred to work in other units or gradually replace the commune-level personnel who will retire by September 2029 (the end of the 5-year arrangement roadmap).
For non-professional workers at the commune level: Encourage and motivate non-professional workers to retire according to the staff streamlining regime. Accordingly, for commune-level cadres and civil servants who retire within 12 months, they will be supported with 1/2 month of their current salary. For commune-level cadres and civil servants who retire after 12 months, they will be supported with 1/4 month of their current salary.
In case commune-level cadres and civil servants retire before the end of the roadmap for resolving surplus cadres and civil servants, the number of months of support is calculated by the number of months of leave before the retirement date mentioned above.
For non-professional commune-level workers who retire within 12 months, they will be supported with 3 months of current allowance (excluding concurrent allowance) and will continue to be supported with health insurance premiums (if currently implemented) according to regulations until December 31 of the year in which they are allowed to retire.
Previously, Nam Dinh province also completed the arrangement of more than 1,800 villages, hamlets, and residential groups out of 3,674 villages, hamlets, and residential groups in the province.
