The Satisfaction Index on Administrative Services (SIPAS) is an objective measure that honestly reflects the assessment results of people and organizations on the service of state administrative agencies through the provision of public administrative services by agencies when performing administrative procedures.
2023 is the second year of implementing the measurement of people's satisfaction with the services of state administrative agencies in both the content of building and implementing public policies and providing public administrative services.
Nine important public policy groups that have a direct impact on people's lives were selected for people to evaluate, including: Economic development policy; health care policy; general education policy; domestic water policy; domestic electricity policy; social order and safety policy; road traffic policy; social security policy and state administrative reform policy.
Kien Giang ranked 17th out of 63 provinces and cities in SIPAS index.
In recent times, the province has implemented many solutions to reform administrative procedures, all levels, sectors and units have promoted administrative reform, effectively implemented the one-stop and one-stop mechanism. In 2023, the Provincial People's Committee issued Plan No. 75/KH-UBND, dated March 13, 2023 on reviewing and evaluating administrative procedures in 2023 in the province, reviewing 66 administrative procedures of the Department of Transport, Department of Agriculture and Rural Development, and the Provincial Economic Zone Management Board. Thereby, the decision was made to announce the list and internal procedures for handling administrative procedures under the authority of 15 departments and sectors in the province.
Currently, the number of administrative procedures in the province is 1,897; of which, 1,444 administrative procedures are at the provincial level, 293 administrative procedures are at the district level, and 160 administrative procedures are at the commune level.
Measuring the satisfaction of people and businesses with the services of state administrative agencies is an objective assessment of the quality of public administrative services provided by state administrative agencies in the province. On that basis, provincial leaders propose reasonable solutions to improve service quality and enhance the quality of administrative procedure settlement for people and businesses. At the same time, through that, administrative agencies grasp the wishes and requirements of people and businesses to have appropriate solutions to improve and enhance service quality.
Over the past year, the province has paid attention to leading and directing the staff of civil servants, each staff member voluntarily promoted the spirit of serving the people. The good implementation of the activities of the reception and return of results department at the district and commune levels has created favorable conditions for the settlement of administrative procedures of the people. At the provincial level, the public administrative service center will receive, resolve, and return the results of the settlement of administrative procedures of agencies, units, departments and branches in the province.
People are enthusiastically guided to do administrative procedures at the Provincial Public Administration Service Center.
In 2023, the center's rate of processing applications before and on time reached 99.82%, an increase of 7.89% over the same period. "When I came to the center to submit my application, the staff enthusiastically guided me, I didn't have to wait, and on the day the results came out, I didn't have to go out to receive them but they were sent home, saving me the time of traveling like before," said Ms. Nguyen Thi Anh Nguyet (Rach Gia City).
Minh Thuan Commune (U Minh Thuong) is one of the localities that has been making efforts to improve the quality of service to the people and businesses in the area. According to Deputy Secretary and Chairman of Minh Thuan Commune People's Committee Vo Hoang Phuc, in order to satisfy the people, first of all, the staff must have sufficient capacity and professional qualifications, at the same time must have good ethics and above all must have the spirit and attitude to serve the people properly.
“We take satisfaction in the process of serving people and businesses as a measure for the quality of staff and the level of work completion... Thanks to that, over the past time, the People's Committee of the commune has always received satisfaction from people and businesses when coming to resolve administrative procedures,” said Chairman of the People's Committee of Minh Thuan commune, Vo Hoang Phuc.
According to the assessment of the standing agency of the Government's Steering Committee for Administrative Reform (Ministry of Home Affairs), people's satisfaction with the service of state administrative agencies in general nationwide in 2023 was at 82.66%, an increase of over 2.60% points compared to 2022. People's satisfaction with the service of state administrative agencies in 63 provinces and cities ranged from 75.03% to 90.61%. In particular, Kien Giang ranked 17th out of 63 provinces and cities in the SIPAS index, continuing to increase by 7 ranks compared to 2022.
