Improve investment efficiency in economic zones and industrial parks

Vinh Long currently has economic zones (EZs) and industrial parks (IPs) in operation. However, there are also many IPs that have been established but have not yet come into operation, or have been planned but have not yet been established. Therefore, the province continues to review the IPs that have been planned and implemented but are no longer suitable for current conditions to adjust and replace them in order to take advantage of the province's advantages as well as improve the efficiency of investment in EZs and IPs.

Economic zones and industrial parks contribute greatly to production value.

After the merger, the province has Dinh An Economic Zone, 5 industrial parks have come into operation: Long Duc, Hoa Phu, Binh Minh, Giao Long, An Hiep. Currently, the economic zones and industrial parks have attracted 219 secondary investment projects, contributing to the annual budget of over 4,561 billion VND.

According to Mr. Nguyen Van Phuong - Head of the Provincial Economic Zone Management Board, the economic zones and industrial parks are areas that contribute greatly to the production and export value of the province. Specifically, in the first 6 months of 2025, the industrial production value of the economic zones and industrial parks reached about 41.8 trillion VND, equivalent to nearly 69 trillion VND in revenue, accounting for 61.96% of the total revenue of the province (111,366 billion VND); export turnover reached over 1.2 billion USD, accounting for 64.5% of the total export turnover of the province (1.86 billion USD).

Along with that, the economic zones and industrial parks contribute to creating stable jobs for more than 105 thousand workers, contributing to improving income, improving people's lives and promoting labor structure shift towards industrialization. “In recent times, with the close and timely leadership and direction of the Provincial Party Committee and the Provincial People's Committee in the management and implementation of economic zones and industrial parks, especially in resolving and removing difficulties and obstacles for investors in the process of project implementation. A number of projects have been put into operation on a large scale, attracting many local and regional workers, creating attractiveness for other investors in investment research.

In addition to the economic zones and industrial parks that have been put into operation, the province has 5 industrial parks that have been established but not yet put into operation, including: Co Chien, Ngu Lac, Dong Binh, Gilimex Vinh Long , Phu Thuan. There are 9 industrial parks that have not been established, including: Cau Quan, An Dinh, Gilimex Vinh Long (phase 2), Hoa Phu (phase 3), Giao Hoa, Phuoc Long, An Nhon, Bao Thanh, Giao Long (III).

Early implementation of industrial zones, promoting investment attraction

According to the Provincial Economic Zone Management Board, currently, the economic zones and industrial parks are still facing some difficulties. The industrial parks that have come into operation have a high occupancy rate, but it is also a difficulty for the province in attracting investment due to the lack of industrial land. The work of inviting investors to build infrastructure for industrial parks has not yet achieved the expected results.

In addition, the traffic infrastructure has not been upgraded and expanded according to the plan, the infrastructure system inside and outside the industrial park has not been invested synchronously (National Highway 54, the connecting road from National Highway 54 to Binh Minh Industrial Park, National Highway 57B from Giao Long Industrial Park to Phu Thuan Industrial Park,...).

In addition, the implementation of new industrial parks whose investment policies have been approved by the Prime Minister still faces many difficulties, and the implementation of resettlement areas to serve the compensation and site clearance of industrial parks is still slow. This has greatly affected the progress of implementing industrial parks in recent times.

According to Mr. Nguyen Van Phuong, in the coming time, the integration of planning of economic zones and industrial parks will be accelerated. At the same time, reviewing the industrial parks that have been planned and implemented but are no longer suitable for current conditions will be carried out to adjust and replace them in order to take advantage of the province's advantages as well as improve the efficiency of developing industrial parks and economic zones.

In particular, complete the submission to the Prime Minister for approval of the project to adjust the General Construction Plan of Dinh An Economic Zone until 2040 and implement the development of zoning plans as a basis for calling for investment according to the approved plan.

In addition, closely coordinate with relevant sectors, localities and units to accelerate the implementation of resettlement projects to serve the compensation and site clearance work for industrial parks under implementation such as: Dong Binh, Gilimex Vinh Long, An Dinh, Hoa Phu (phase 3).

“We will coordinate and urge investors to quickly complete the infrastructure of Phu Thuan Industrial Park and step up the promotion of calling for secondary investors to this Industrial Park. At the same time, we will continue to support investors in carrying out procedures to apply for investment in construction and business of Giao Hoa Industrial Park infrastructure. In particular, we will focus on supporting investors to deploy and put the project into operation according to the schedule registered in the investment registration certificate. We will continue to urge, guide, support and resolve difficulties and problems for projects being implemented in the Industrial Parks,” Mr. Phuong emphasized.

According to the planning approved by the Prime Minister in Decision No. 1142/QD-TTg on the development orientation of economic zones and industrial parks in the period of 2021-2030, in addition to the existing industrial parks, when the national land use planning indicators are supplemented, a number of industrial parks will be developed such as: Industrial park - urban - service; Don Xuan - Don Chau Industrial Park; Dinh An Industrial Park, Industrial park belonging to Tra Cu Port; Long Khanh Industrial Park Development Reserve Area and Long Vinh Industrial Park. In particular, a Renewable Energy Export Center will be formed in Dinh An Economic Zone.

In addition, the Prime Minister also approved the project to adjust the General Construction Plan of Dinh An Economic Zone until 2040 and implement the development of zoning plans as a basis for calling for investment according to the approved plan.
