Improve the effectiveness of thrift practice and combat waste

Identifying thrift practice and waste combat (THTK, CLP) as a key political task that needs to be carried out regularly and continuously to create motivation to complete socio-economic development targets, increase resources to care for the people, and enrich the country in the new revolutionary period, Vinh Phuc has synchronously deployed many solutions to gradually put THTK, CLP into order and achieve high efficiency.

Applying information technology and digital transformation helps Vinh Phuc Electricity Company save costs and improve the efficiency of electricity supply for production and daily life.

To implement the THTK and CLP in the whole province, based on the Government's annual THTK and CLP Overall Program and the local practical situation, Vinh Phuc has proactively developed and issued the province's THTK and CLP program.

In particular, focus on directing agencies, units, levels, sectors, and state-owned enterprises in the province to develop and promulgate the THTK and CLP programs with specific savings implementation targets at their agencies and units and according to state management functions.

The THTK and CLP programs must be comprehensive, but must have a focus and key points, closely following the annual theme according to the directives and instructions of the Central and the province.

THTK and CLP indicators in all fields must be quantified to the maximum extent, consistent with the actual situation, ensuring substance, and providing a basis for evaluation, inspection, and monitoring of implementation results according to regulations.

THTK and CLP must be associated with strengthening inspection, examination, auditing, and supervision, promoting administrative reform, reorganizing the political system, and preventing corruption and negativity.

Along with that, direct departments, branches, sectors, People's Committees of districts, cities, and enterprises in the province to organize propaganda and dissemination to 100% of cadres, civil servants, public employees, workers in agencies, organizations, units, and people on the Party's policies and the State's laws on THTK and CLP.

Assign tasks to sectors, levels, agencies and units to implement THTK and CLP in the fields of management and use of regular expenditures of the state budget; management and use of public investment capital; management and use of public assets; management, exploitation and use of resources...

Thanks to that, the implementation of THTK and CLP in the province has increasingly spread widely in all areas of socio-economic life and achieved positive results. In 2024 alone, THTK and CLP in making, appraising, approving estimates, finalizing, managing and using state budget funds has helped the province save nearly 600 billion VND in regular expenditures.

Savings in management and use of public investment capital are nearly 134 billion VND; savings in regular concentrated purchasing activities are nearly 1 billion VND... Along with that are diverse forms of THTK and CLP in areas such as management, exploitation and use of natural resources, especially in land management and mineral resources.

In the management and use of office premises of agencies and organizations using state budget funds; in the organization, management, use of labor and working time in the state sector; in production, business and consumption activities of the people...

Promoting the achieved results, to further improve the effectiveness of THTK and CLP in the province, in the coming time, the province will strengthen the direction of agencies, units, localities and enterprises to promote information and dissemination of laws on THTK and CLP and the Party and State's policies related to THTK and CLP.

Innovate content and diversify forms of propaganda to raise awareness and unify responsibility for the goals, requirements and significance of THTK and CLP work for agencies, businesses, organizations, individuals and the whole society.

Develop a plan to implement savings goals and targets in each assigned field, in which it is necessary to assign and decentralize specific and clear responsibilities to each agency, organization, affiliated unit, each cadre, civil servant, and public employee, associated with regular inspection and evaluation work.

Practically deploy campaigns and emulation movements on THTK and CLP, creating a vibrant and widespread emulation atmosphere throughout society. Timely commend and reward typical examples in THTK and CLP, associated with implementing measures to protect informants who detect waste.

At the same time, focus on reviewing and proposing amendments to the Law on THTK and CLP in the direction of taking savings as the goal and fighting waste as the task, ensuring unity, synchronization, and feasibility; creating a complete and synchronous legal basis for monitoring, inspection, detection, and strong handling with high deterrence for wasteful acts.

Strengthening the application of information technology, comprehensively digitalizing the implementation of administrative procedures, especially licensing activities, strongly shifting to automatic licensing based on technology applications and digital data to reduce unnecessary costs.

Do a good job of inspecting, examining and auditing the implementation of policies and laws on THTK and CLP, especially in the fields of land, investment, construction, public finance, public assets, resources and minerals. Thoroughly recover suspended projects and speed up the recovery of lost and violated state assets and land according to the conclusions and recommendations of inspection, examination and auditing agencies...
