Trained more than 6,000 students
Reporting to the working delegation, Mr. Nguyen Tuan Khanh - Deputy Director of the Department of Home Affairs informed that the current number of permanent lecturers of Tay Ninh Provincial Political School basically ensures the professional qualifications and political theory as required. Regarding the building of a team of guest lecturers, the Provincial Political School coordinates with localities, agencies, and units to invite lecturers who are currently provincial leaders and leaders of a number of departments, branches, and sectors.
Based on the approved job position plan, the Provincial Political School gradually rearranges the staff in departments and faculties to ensure appropriate qualifications and experience, and arranges them in departments such as security, service, cashier, and dormitory to reduce the number. The school's staff is gradually consolidated, advising the leaders more and more effectively, with better quality, promptly serving the general leadership and management of the school.
From 2020 to present, the school has organized and coordinated 4 advanced political theory classes, 38 intermediate political theory classes, 33 training and coaching classes, with a total of 6,150 students.
The school's training and development work is guaranteed to be carried out according to plan and 100% of the class opening targets assigned by the Provincial Party Committee Standing Committee are completed. Teaching, learning, testing and examination work are organized strictly, in accordance with the school's rules and regulations.
During the training process, the school strictly follows and implements all guidelines and policies of the Party and policies and laws of the State. Training management continues to have innovations, is implemented strictly and scientifically , ensuring strict compliance with the regulations of the Ho Chi Minh National Academy of Politics from the stage of enrolling students to opening classes according to plan, for the right subjects, proactively planning timely teaching, ensuring progress.
The quantity and quality of the staff in general and the teaching staff in particular of the Political School have been gradually improved to ensure compliance with regulations. However, some positions in the administrative department only have university degrees, and some positions do not have practical knowledge.
The proportion of the number of lecturers holding the rank of main lecturer (grade II) has not met the regulations of the Political School at standard level 1 (60%). The school is currently lacking in faculty leadership positions due to not meeting the prescribed standards. Some staff and lecturers still lack experience in management and administrative work.
The teaching staff is still lacking in quantity according to regulations, and the quality is limited due to lack of practical knowledge. The content of the training program, updating knowledge for classes of the Fatherland Front and socio-political organizations of the province does not have a common unified document. The facilities have been invested in but in some places they are degraded, not meeting the requirements of teaching and learning. According to the current mechanism and regulations, the Provincial People's Committee does not manage the Provincial Political School.
For district-level political centers, there are few full-time staff, making it difficult to improve the quality of scientific research and teaching. There is a lack of incentive mechanisms for part-time lecturers to invest time in research to improve the quality of teaching.
Technical facilities for teaching and learning at district-level political centers are still lacking and not uniform. The issuance and signing of training certificates and training diplomas are still difficult and do not follow the prescribed standards for merged places. There have not been many innovations in political theory and Party history work. According to current mechanisms and regulations, the District People's Committee does not manage the District Political Center.
Proposal for funding for students
Speaking, a representative of the Duong Minh Chau District Political Center said that the unit currently only performs the function of political training and fostering, and does not have the conditions to conduct theoretical research. The Center's staffing is still lacking. Duong Minh Chau is one of three district-level localities in Tay Ninh that have not merged the Political Center into the Propaganda Department. "It is recommended that the Head of the District Party Committee's Propaganda Department should not concurrently be the Director of the Political Center," said a representative of this agency.
According to the unit representative, it is necessary to review the political teaching curriculum (at the district level), because 25 contents in it are no longer suitable. Ms. Huynh Vuong Hieu - Chairman of the People's Committee of Duong Minh Chau district requested the superiors to consider providing funding for students to go to school.
The representative of Ben Cau District People's Committee proposed to lower the standards for full-time lecturers at the Political Center, meaning that this position should not require a master's degree.
Mr. Truong Van Thanh - Vice Principal of Tay Ninh Provincial Political School said that the school is assigned many tasks and fields that are very broad. Most of the school's students are those who are studying intermediate political classes. There are also classes and majors that the school has not been able to open, for example, training for senior specialists, the school does not have enough lecturers with senior specialist qualifications, so it has not been trained, if you want to train, you have to cooperate with other units.

Another opinion highly appreciated the Political School opening a training class for commune-level cadres and civil servants (related to new rural construction) but requested that the school provide information on the training content for the above-mentioned group of subjects.
Discussing some contents, Mr. Le Long Giang - Deputy Head of the Provincial Party Committee's Organization Board said that the Head of the District-level Propaganda Department as Director of the District-level Political Center has received specific instructions from the Central Government. The merger of the Political Center into the District-level Propaganda Department, Tay Ninh is being piloted and will be re-evaluated by the end of 2025. Ms. Nguyen Thi Thu Cuc - Deputy Head of the Provincial Party Committee's Propaganda Department recommended to the representative of the Central Propaganda Department that there should be a unified model nationwide for the District-level Political Center, which agency it belongs to, and what the reporting regime is.

The organization of classes and training of civil servants in Tay Ninh is carried out systematically and in accordance with regulations. The Provincial Party Committee's Organizing Committee and the Department of Home Affairs have closely coordinated on this issue. The decision to merge the Political Center into the District Propaganda Department in Tay Ninh is within the framework of implementing Resolution 18-NQ/TW of the Central Committee. The Provincial Party Committee's Standing Committee decided to pilot this model until the end of 2025 - Ms. Nguyen Thi Thu Hien, Director of the Department of Home Affairs informed the working delegation.
At the end of the working session, the representative of the survey team assessed that Tay Ninh had “covered all the training work for cadres and civil servants” but needed to add information to “report more vividly”. The representative of the survey team said that the reporting regime (on training work for cadres and civil servants) is implemented according to Decree No. 125/2011/ND-CP of the Government and a number of other regulations. To ensure the rights of lecturers and at the same time improve the standards of Tay Ninh Provincial Political School, the survey team suggested that Tay Ninh compile a list of cadres and lecturers and propose the Ministry of Home Affairs and the Central Organizing Committee to consider.
The professional qualifications of the current permanent teaching staff of the Provincial Political School are as follows: 1 PhD, accounting for 2.8%; 26 masters, accounting for 72.2%; 9 bachelors, accounting for 25%. 20 people have bachelor/advanced political theory qualifications, accounting for 55.6%; 11 intermediate political theory qualifications, accounting for 30.1%; 5 people have not received political theory training, accounting for 13.9%.
