The Congress was honored to welcome the presence of Deputy Prime Minister Mai Van Chinh, representatives of central ministries and branches and 150 official delegates - representing nearly 500 party members from 16 grassroots party organizations under the Party Committee of the Ministry of Ethnic Minorities and Religions .
At the Congress, delegates conducted a comprehensive summary of the results of the 2020-2025 term, and evaluated the effectiveness of state management of beliefs and religions. On that basis, the Congress clearly defined the direction, goals and proposed breakthrough solutions for the 2025-2030 term, with the motto of action: "Solidarity - Discipline - Breakthrough - Development."

Streamlining the apparatus, speeding up the implementation of key tasks
The political report at the Congress presented by Standing Deputy Secretary of the Party Committee, Deputy Minister of Ethnic Minorities and Religions Y Vinh Tor said, The Ministry of Ethnic Minorities and Religions was established on March 1, 2025 on the basis of merging the state management function of religion from the Ministry of Home Affairs into the Ethnic Minorities Committee.
Immediately after its establishment, the Ministry promptly reorganized, streamlined its apparatus, and reduced 3 department-level organizations and 4 division-level organizations. Currently, the Ministry has 13 departments and units, including 9 advisory units and 4 public service units. There are 2 units established by the Minister under his authority and 5 public service units (Specialized Schools).
In addition, the Party Committee of the Ministry has focused on implementing the delimitation of authority of local authorities at two levels in the fields of ethnicity, belief and religion; decentralizing 33 tasks; simplifying more than 70% of administrative procedures and submitting for promulgation many important documents, notably Decree 124/2025/ND-CP.
During the leadership process, the Party Committee of the Ministry thoroughly grasped the principle of democratic centralism, issued full regulations and rules, and promptly removed obstacles in the implementation of key programs, especially the National Target Program on socio-economic development in ethnic minority and mountainous areas.
The Ministry also coordinated with the Central Propaganda and Mass Mobilization Commission to organize a conference to implement the new conclusions of the Secretariat on ethnic and religious affairs; summarize and evaluate directives related to religion. State management of beliefs and religions continued to be strengthened; supported the successful organization of the 2025 United Nations Vesak Festival and improved the quality of specialized staff.
As the standing agency of the Central Steering Committee for Eliminating Temporary and Dilapidated Houses, the Ministry has coordinated with ministries, branches and localities to resolutely implement the program nationwide. By the end of June 2025, 264,522/277,420 houses had been supported, reaching 95.3% of the plan. It is expected to be basically completed before August 31, 2025, reaching the finish line 5 years and 4 months earlier than the target in Resolution 42-NQ/TW.

The political report also stated that the Party Committee of the Ministry of Ethnic Minorities and Religions has just been established in the context of many large, urgent, demanding tasks, a large number of Party members, and an increasing workload. This is an important transitional period in Party building and implementing the Ministry's political tasks. In response to the new requirements of the 2025-2030 term, the Party Committee focuses on 6 key tasks and 5 breakthroughs.
6 tasks, including: First, the Party Committee of the Ministry of Ethnic Minorities and Religions aims to comprehensively innovate, improve leadership capacity, direction and effectiveness of state management in the fields of ethnicity, belief and religion.
Second, proactively research, advise, and institutionalize the Party's policies; summarize the Ethnic Work Strategy for the 2021-2030 period and develop a strategy for the 2031-2040 period; perfect related legal policies to improve people's lives and welfare.
Third, review and advise on building mechanisms and policies to promote the potential and strengths of ethnic minority and mountainous areas, promote sustainable development, rapid poverty reduction, and ensure national defense and security.
Fourth, prioritize the synchronous development of essential infrastructure, market connection, goods circulation, ensuring the requirements of socio-economic development in ethnic minority and mountainous areas.
Fifth, strengthen research and application of science and technology, encourage startups and innovation suitable to regional conditions.
Sixth, step up propaganda and dissemination of laws, raise awareness, create social consensus and strengthen people's trust in the Party and State.
5 breakthroughs, including: First, The Party Committee of the Ministry of Ethnic Minorities and Religions focuses on advising the Politburo, the Secretariat, and the Central Executive Committee on major policies and strategic breakthroughs on ethnic work until 2045. The focus is on summarizing Resolution 24-NQ/TW of the 9th tenure, submitting to the 14th Central Executive Committee to issue a new resolution; determining the composition, names, and list of Vietnamese ethnic groups.
Second, propose solutions to strengthen Party leadership and State management in the field of religion, especially with the five major religions; focusing on amending the Law on Belief and Religion by 2026.
Third, set the goal of comprehensively renewing the thinking and legal framework on ethnic and religious affairs, ensuring consistency, modernity, respect for freedom of belief and improving the quality of life of people in disadvantaged areas.
Fourth, develop digital infrastructure, promote digital transformation and build a data system to serve management and operations.
Fifth, focus on improving the quality of staff, attracting talent, building a leadership team with sufficient qualities, capacity, and prestige to meet new development requirements.

Executive Committee for the 2025 – 2030 term
Speaking at the Congress, Party Secretary and Minister of Ethnic Minorities and Religions Dao Ngoc Dung emphasized that this is an event of special significance, marking a turning point in the development process of state management in the field of ethnicity and religion.
The Congress took place in a historical context, when for the first time the Central Committee decided to establish the Ministry of Ethnic Minorities and Religions - an organization that plays a key role in ensuring the legitimate rights and interests of ethnic minorities, as well as people with beliefs and religions. The Minister affirmed: "The central goal is to build a clean and strong Party Committee of the Ministry of Ethnic Minorities and Religions; at the same time, create new breakthroughs to improve the effectiveness and efficiency of state management in two key areas: ethnicity and religion".
Throughout the term, the Party Committee has identified the core task of ensuring equality, solidarity and mutual assistance among ethnic groups, creating a foundation for mutual development. In addition, it arouses the spirit of self-reliance, self-reliance, the aspiration to escape poverty, and develop the socio-economy in ethnic minority communities. At the same time, it continues to improve the material and spiritual life of the people, strengthen the capacity of state management in the field of beliefs and religions; ensure the freedom of belief, religion and the right to non-belief of all people in accordance with the provisions of law. Thereby, firmly consolidating the great national unity bloc, enhancing social consensus.

At the Congress, the Decisions of the Standing Committee of the Government Party Committee were announced, thereby establishing the leadership structure for the new term. The Executive Committee of the Party Committee of the Ministry of Ethnic Minorities and Religions for the 2025-2030 term consists of 23 comrades. Comrade Dao Ngoc Dung, member of the Party Central Committee, Minister of the Ministry of Ethnic Minorities and Religions, continues to be trusted to hold the position of Secretary of the Party Committee of the Ministry for the 2025-2030 term.
