(LĐ online) - On June 23, Lam Dong province organized a trial operation of the two-level local government model in 6 commune-level administrative units in 3 provinces of Lam Dong, Binh Thuan and Dak Nong. This is an important preparation step for all 124 communes, wards and administrative zones of Lam Dong province (new) to operate synchronously and smoothly from July 1, 2025. Through the trial operation process, the model initially showed clear effectiveness, from the organization of the apparatus to the spirit of serving the people.

• RHYTHMIC AND HIGHLY DETERMINED TRIAL OPERATION

Recorded at Xuan Huong ward - Da Lat city, one of the first 6 commune-level units to pilot the new government model, from early morning, the working atmosphere was positive, disciplined and professional.

The officers and civil servants at the 12 transaction counters of the Public Administration Service Center perform their tasks proficiently, receiving and processing administrative procedures effectively and quickly. Technical platforms from computers, software, high-speed Internet connections... are all thoroughly tested. The procedures for receiving, processing and returning administrative procedure results are simulated according to the proposed scenario.

“Although it is just a trial run, in every job, every operation, every process we determine that this is a preparation step for a long journey ahead, where people need a government that serves practically, effectively and closely”, Comrade Dang Duc Hiep - Member of the Provincial Party Standing Committee, Secretary of the Party Committee of Xuan Huong Ward - Da Lat emphasized.

The advantage of Xuan Huong Ward is that the team that received documents from the People's Committee of Da Lat City has been transferred to the ward, creating continuity and no "jams" when operating the new apparatus. These cadres will also be the force that "holds hands and guides" the new cadres, ensuring that there are no gaps when officially operating.

For many local people, the concept of “two-tier local government” is still quite new, even difficult to imagine in the early days of implementation. However, when directly witnessing the new operation in the ward and commune where they live, people gradually have a clearer and more positive view of this new model.

Ms. Nguyen Thi Truong Son, a resident of Xuan Huong Ward - Da Lat shared: “At first, I thought it would be very complicated, and the model conversion would require a long wait. Today, when I came to work, I saw that the staff were still friendly and handled things quickly. I was guided enthusiastically, and if I didn't understand anything, someone would point it out right away. That's why I feel much more secure. The arrangement of the "One-Stop" department is also very scientific , the space is spacious, the staff communicates closely and enthusiastically, making people feel cared for and respected."

Also on June 23, in Duc Trong commune - a new administrative unit established on the basis of merging Lien Nghia town and Phu Hoi commune, the two-level local government model was piloted in a serious, scientific and synchronous atmosphere.

On the very first day, the commune’s One-Stop-Shop received dozens of administrative records in many areas such as birth registration, household registration, land, etc. The stages of receiving, guiding and processing records were carried out smoothly thanks to the seamless and scientific coordination between cadres, civil servants, public employees and the supporting youth union members. All procedures were carried out transparently, in accordance with the process, and conveniently for the people.

Ms. Dinh Thi Duyen, a resident who came to register for alternative child care, said: “The staff gave very detailed instructions, the procedures were clear and concise. I found everything to be quick and easy to understand.”

Along with receiving actual records, Duc Trong commune also deployed hypothetical situations according to the pilot operation scenario, such as people coming to submit administrative records, requesting instructions on creating records, or wanting to receive results on the same day... All were carried out seriously and systematically, to test the situation response capacity, coordination and operation efficiency of the team of commune-level officials and civil servants. Thereby, the model can be comprehensively evaluated, promptly adjusting shortcomings and bottlenecks (if any) before officially putting into operation.

“Today’s operation is a very important trial run, helping us get acquainted with and handle real-life situations of the new model. Through the operation session, we are very confident and ready to serve the people in the area on July 1st,” said Ms. Chu Thi Tuong Vy, a receptionist at the Duc Trong Commune Public Administration Service Center.

• TOWARDS EFFECTIVE AND EFFICIENT GOVERNMENT

Not only piloting the administrative procedure settlement processes, Xuan Huong Ward - Da Lat and Duc Trong Commune, along with 4 communes and wards in the two provinces of Binh Thuan and Dak Nong, have also fully implemented the contents on the organization and operation of the Party bloc, People's Council and People's Committee according to the plan for piloting the model of local government at the commune and ward levels. In particular, the highlight is the successful organization of the first meeting of the Party Executive Committee of the commune and ward, announcing the decision to establish the Party Committee, assigning personnel and approving many important contents on the organization of the apparatus.

Comrade Tran Trung Hieu - Secretary of the Duc Trong Commune Party Committee, affirmed: “We are not only ready at the present time, but also about a month ago, the entire local political system has proactively prepared to test the two-level government model and officially put it into operation from July 1, 2025. This test run is a very practical and effective training step, helping cadres and civil servants from the Party, Front, mass organizations to the government, especially the People's Committee at the commune level, to grasp the process and methods of operation. Thereby, gradually operating the apparatus in accordance with the Central's direction to ensure effectiveness, efficiency and improve the quality of service to the people".

The entire trial operation process in 6 communes and wards in 3 provinces was closely monitored. The program was broadcast live to the main bridges of 3 Provincial Party Committee Offices so that the Standing Committees of the Provincial Party Committees of Lam Dong, Binh Thuan, and Dak Nong could monitor and evaluate; the content was recorded and archived for summary and evaluation.

Through actual inspection, it can be seen that the localities selected for the trial operation have been carefully prepared, with a well-organized apparatus, facilities that meet the requirements, a team of officials who have a firm grasp of the process, and a high sense of initiative. The settlement of administrative procedures at the People's Committees at the commune and ward levels has initially been smooth and effectively connected with the provincial level, especially the 30 pilot administrative procedures.

However, there are still limitations that need to be overcome, such as the fact that localities still use different software systems in document processing, receiving and resolving administrative records. This poses an urgent need for synchronizing digital infrastructure, building an interconnected software ecosystem from the province to the commune, from the Party system to the government.

After the reorganization and consolidation, Lam Dong province (new) has 124 commune-level administrative units, including 51 communes/wards of the old Lam Dong, 45 units from Binh Thuan (including Phu Quy special zone) and 28 units from Dak Nong. The reorganization of the apparatus is not only a matter of personnel organization but also an opportunity to reshape a streamlined, effective, people-oriented government model.

Officials and civil servants are enthusiastic and supportive in assisting people in resolving administrative procedures.

Speaking at the trial operation, comrade Y Thanh Ha Nie Kdam - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Steering Committee for the merger of the three provinces, emphasized: "In order for the new apparatus to operate effectively and stably from July 1, 2025, it is necessary to proactively guide the working regulations, clearly define the functions and tasks of each agency and organization. More importantly, it is necessary to promptly remove difficulties arising during the implementation process."

This trial run of the two-tier local government model is not only a technical preparation step but also a test of the management capacity, organization and service spirit of the staff at the grassroots level. This is an important stepping stone, creating a foundation for the new government apparatus to operate effectively and efficiently, in line with the Central Government's spirit of innovation and the people's expectations.
