RT reported that speaking at a session of the OPCW Executive Council in The Hague (Netherlands) on July 10, Russian Special Envoy Vladimir Tarabrin said: "Russia continues to record not only cases of Ukrainian nationalists using toxic chemicals and military poisons, but also evidence of a system of mass production of these substances on a large scale in Ukraine."

Special envoy Vladimir Tarabrin added that Moscow has asked the OPCW to send experts to verify the Russian findings.
Earlier this month, Russia discovered a makeshift laboratory allegedly used by the Ukrainian military to store chloropicrin, a choking agent banned under the Chemical Weapons Convention. According to Moscow, Kiev forces dropped the toxic substance from drones.
Also in early July, Ukraine asked the OPCW to investigate allegations that Russia had used banned chemical munitions.
On July 4, Germany and the Netherlands accused the Russian Army of dropping asphyxiating chemicals on Ukrainian trenches. However, Russian Special Envoy Tarabrin rejected these accusations and accused the "pro-conflict faction" in the European Union (EU) of "launching a campaign to fabricate evidence".
