Recently, public opinion has been particularly concerned and outraged by the negative situation and serious law violations occurring at a number of forensic psychiatric examination facilities such as the Central Institute of Forensic Psychiatry, the Central Institute of Forensic Psychiatry in Bien Hoa, and the Northern Mountainous Center for Forensic Psychiatry.
These violations have undermined people's trust in forensic and psychiatric examination, seriously affecting justice and social security.

Faced with that situation, Minister of Health Dao Hong Lan signed a Directive to strengthen the management of forensic examination activities, forensic psychiatry and compulsory treatment of mental illness.
The directive was sent to central psychiatric hospitals, forensic institutes, regional forensic psychiatric centers, hospitals under the Ministry of Health , Departments of Health of provinces and centrally run cities as well as medical units of relevant ministries and branches.
In recent years, the work of forensic and forensic psychiatric examination has been strengthened, improved and developed. Units have made efforts to overcome difficulties to successfully complete assigned tasks, the quality of examination basically meets the requirements of the prosecution agencies.
However, recently, some leaders and medical staff at the above units have not strictly implemented legal regulations, professional guidance and direction of the Ministry, resulting in serious violations such as accepting bribes, falsifying medical records, and abetting wrongdoings, causing serious consequences for medical ethics and law.
The Directive of the Minister of Health requires heads of units to thoroughly understand and strictly implement legal regulations, professional instructions and directives of the Ministry of Health as well as relevant ministries and branches.
In particular, the head of the unit must maintain political integrity and absolutely not allow staff to be bribed, enticed into committing crimes or abetting wrongdoing. The head of the unit is fully responsible before the law if wrongdoing occurs at the facility under his management.
The Minister of Health also directed units to continue to lead and direct the strengthening of state management responsibilities for units performing forensic and forensic psychiatric examinations, and to closely coordinate with competent authorities to ensure objective and transparent examinations, meeting the needs of prosecution agencies, organizations and individuals.
The management of patients requiring compulsory psychiatric treatment must also be strictly implemented, not allowing patients to arbitrarily escape from the facility, endangering society or continuing to violate the law.
In addition, psychiatric hospitals and specialized psychiatric treatment facilities must strictly comply with professional regulations and issue health examination papers to prevent subjects from taking advantage of these papers to evade or reduce criminal responsibility when violating the law.
The Ministry of Health also requires promoting the application of information technology and digital technology in management and professional work, investing in modern facilities and equipment for forensic examination, forensic psychiatry and compulsory treatment of mental illness.
These instructions were issued in the context that the Ministry of Health conducted surprise inspections and discovered many serious violations at forensic psychiatric facilities, and coordinated with the Ministry of Public Security to handle related cases.
The ministry is also improving the standards for appointing forensic and forensic psychiatric examiners, and requirements for professional qualifications, experience and ethical qualities to ensure that the team of examiners is competent and honest in their work.
Tightening management, increasing inspection, strictly handling violations and applying modern technology in management and supervision are necessary steps to restore the reputation and improve the effectiveness of judicial appraisal activities in Vietnam.
This is also an effort to ensure fairness and transparency in forensic and psychiatric examinations, contributing to protecting people's rights and strengthening society's trust in the legal and medical systems.
