State Bank of Vietnam, Branch Region 2: Increasing transparency and publicity in gold jewelry and fine art production activities

Mr. Nguyen Duc Lenh, Deputy Director of the State Bank of Vietnam , Branch Region 2 (SBV Region 2) said that currently, the banking sector is continuing to improve the effectiveness of gold market management and gold production and trading activities. In particular, the sector strengthens information and communication work, disseminates policies so that businesses and market members strictly comply with legal regulations, contributing to the gold market in general and gold production and trading activities in particular to operate effectively, in accordance with legal regulations and in a transparent manner.

According to the State Bank of Vietnam, the production of fine art gold jewelry is a conditional business activity. In addition to meeting the legal requirements for enterprises (business registration certificate and registered gold jewelry production), enterprises must also meet the conditions on location, facilities and necessary equipment for the production of fine art gold jewelry... In addition, they must strictly comply with other relevant regulations such as labeling, product quality; invoices, documents, taxes, product origin; safety and security, fire prevention and fighting; responsibility for environmental protection... to ensure that the activities are transparent and effective.

Next, the issuance of the certificate of eligibility for SXVTSMN (Certificate) is an administrative procedure, assigned by the State Bank to the regional branches of the State Bank to carry out. Accordingly, the State Bank of Region 2 publicly posts this procedure to guide businesses. Businesses that meet the regulations on conditions, documents, and procedures will be considered for the issuance of the Certificate. This administrative procedure is free and does not cause inconvenience or disturbance to businesses.

However, the authorities require enterprises to meet the conditions and comply with the provisions of the law in the production and business of small and medium-sized enterprises. Therefore, enterprises in need need to contact directly the transaction department of the State Bank of Vietnam Region 2 for guidance, not through intermediaries/services, which will incur unnecessary costs and affect the State Bank of Vietnam Region 2 and the quality of public services.

Regarding this issue, SBV Region 2 ensures that the records are processed publicly and transparently, in compliance with legal regulations. SBV Region 2 also said that in the current conditions, when the world gold price fluctuates, it has a certain impact on the domestic market situation, businesses need to strictly comply with the provisions of the law in this field of operation, especially the invoice and document regime, the origin of goods, ensuring transparent and effective operations, contributing to market stability and the overall development of the economy .
