On July 22, the Traffic Police Department (Ministry of Public Security) informed that the working group of Water Division 1 (Traffic Police Department) had just rescued 9 people on a fishing boat that capsized due to storm Wipha.

At approximately 9:00 AM on the same day, the task force of Waterway Patrol Unit 1 discovered fishing vessel QNg 92614-TS, captained by Tran Thanh Phap (born in 1983, from Quang Ngai province), capsized and sank due to strong winds on the Chanh River (Quang Yen ward, Quang Ninh province).

At the time of the incident, there were 9 people on board the fishing vessel. Immediately, the task force dispatched a vessel with 8 officers and soldiers to quickly approach the scene, promptly assisting in bringing all crew members ashore safely, and simultaneously organizing the salvage of the drifting property from the fishing vessel.
