State Bank requests clarification on Eximbank's governance and management

On June 30, the Banking Inspection and Supervision Agency (State Bank) sent a document to the Vietnam Export Import Commercial Joint Stock Bank (Eximbank) regarding the management and operation of this bank.

According to the Banking Inspection and Supervision Agency, this unit has received a report from Ms. Luong Thi Cam Tu regarding the announcement of personnel changes.

The Banking Inspection and Supervision Agency requests the Eximbank Supervisory Board to review and clarify the implementation of the following contents: The procedures for the members of the Board of Directors of Eximbank to request the convening of a meeting of the Board of Directors on June 1, 2023 and the handling by the Chairman of the Board of Directors of Eximbank of the request to convene this meeting of the Board of Directors; The procedures for the members of the Board of Directors to notify the Board of Directors of the meeting after receiving the response from the Chairman of the Board of Directors of Eximbank on June 13, 2023.

The Banking Inspection and Supervision Agency also requested Eximbank's Board of Supervisors to review and clarify the implementation of Eximbank's personnel change procedures as notified in Official Dispatch No. 5562/2023EIB-TGD dated June 28, 2023 as well as review the contents according to Ms. Luong Thi Cam Tu's report dated June 15, 2023.

" The Banking Inspection and Supervision Agency requests the Head of Eximbank's Supervisory Board to urgently report the above contents to the Banking Inspection and Supervision Agency on July 3, 2023," the document stated.

Ms. Luong Thi Cam Tu is the former Chairwoman of the Board of Directors of Eximbank. On June 28, Ms. Tu was suddenly removed from the Chairwoman position of the Board of Directors, and replaced by Ms. Do Ha Phuong (born in 1984).

Ms. Phuong had just been in the hot seat for 3 days when Mr. Tran Hoang Ninh, representative of the group of shareholders who nominated Ms. Do Ha Phuong to the position of member of the Board of Directors of Eximbank, also sent a petition to the Board of Directors and the Board of Supervisors of Eximbank requesting to terminate the authorization, nomination and request to withdraw Ms. Phuong from the Board of Directors for the term 2020 - 2025.

The representative of this group of shareholders also requested the Board of Directors, Board of Supervisors and General Director of Eximbank to carry out procedures related to the dismissal of Ms. Do Ha Phuong according to the provisions of law.
