Unifying will, taking drastic actions, successfully implementing the Resolution of the 4th Petrovietnam Party Congress, term 2025-2030

Immediately after the success of the 4th Congress of the Party Committee of the Vietnam National Oil and Gas Group (Petrovietnam) for the 2025-2030 term, the Party Committee of the Group issued guidelines for organizing research, study, dissemination, propaganda and implementation of the Congress Resolution throughout the system. This is an important initial step, aiming to create a high level of unity in awareness, will and action of all cadres, party members and employees of Petrovietnam in the new development period.

Unity of will - Determination to act.
All cadres and party members will be thoroughly informed of the goals, targets, tasks and solutions in the Political Report, the Resolution of the Congress and the Action Program to implement the Resolution of the Party Executive Committee of the Group for the 2025-2030 term. Party committees, units, organizations and leaders must uphold the spirit of responsibility, develop specific programs and action plans to organize the implementation of the Resolution. This is also a process of extensive propaganda, aiming to create unity of will and action in the entire Petrovietnam system, promoting the motto "One team - One goal", the spirit of "Talk less - Think more - Do more - Fast speed - High efficiency", closely linked with the Petrovietnam Development Strategy in the spirit of Conclusion No. 76-KL/TW dated April 24, 2024 of the Politburo.

The collective of cadres, party members and employees of Petrovietnam demonstrated their determination and utmost efforts, accelerated, broke through, affirmed their position as the country's leading economic group, and made worthy contributions to the glorious revolutionary cause of the Party and nation.

Based on the Action Program of the Party Committee of the Group, Party committees and organizations will select specific contents directly related to the unit to build or update and supplement the strategy; make action plans with synchronous solutions, select breakthrough solutions to focus on directing. The implementation will be linked to the Development Strategy of the Group and the unit to 2030, with a vision to 2050; assign specific tasks to each unit and individual in the Executive Committee, Standing Committee of the Party Committee, Board of Directors/Board of Members, General Director/Director; determine specific milestones by month, quarter, year to evaluate the implementation results.

Along with that, the entire system will regularly urge, inspect, supervise, and resolutely implement the direction of General Secretary To Lam at the 50th Anniversary of the Group's founding with the spirit of: "Pioneering - Outstanding - Sustainable - Global". Party committees and organizations at all levels will complete the development of guidelines and action plans before October 30, 2025 and disseminate them throughout the Party Committee through Party cell meetings on November 3, 2025.

Clear division of labor - Strong direction.
To ensure the implementation of the Resolution of the 4th Party Congress of the Group in depth, effectively and substantially, the Party Committee of the Group has clearly defined the responsibilities of each agency and organization in the entire system. The Propaganda and Mass Mobilization Department of the Party Committee of the Group is assigned to play a core role in propaganda work, orienting awareness; developing and providing research and study materials; guiding and monitoring Party committees and organizations at all levels to organize the study of the Resolution; directing internal communication agencies to open a propaganda column, introduce documents and action programs of the Party Committee of the Group and units; synthesize and report results to the Party Committee Standing Committee; guide, urge, inspect and supervise the study, dissemination and development of action programs.

The Inspection Committee, the Organizing Committee and the Party Committee Office of the Group closely coordinate with the Propaganda and Mass Mobilization Committee to ensure that the organization and implementation process takes place synchronously and uniformly. Along with that, the organizations in the Group focus on concretizing the action program to implement the Congress Resolution at each level, supplementing it to the Congress Documents for the 2025-2030 term, contributing to spreading the spirit of action throughout the Group's political system.

Party committees and unions of the whole Group shall, based on the guidance, proactively develop and deploy implementation plans; strengthen propaganda and dissemination of the Resolution's contents through Party cell, Youth Union, and Association activities; and at the same time, promote internal communication to regularly update the content, tasks and implementation results of the Resolution. The implementation results will be summarized and reported to the Group's Party Committee in the periodic report of November 2025. The Resolution of the 4th Petrovietnam Party Congress is the guideline for all activities of the entire political system of the Group in the period of 2025-2030. This is also a call for all cadres, party members, union members, association members and employees of Petrovietnam to act together with the highest determination, successfully implementing the goals, targets and tasks set out by the Congress. Unity of will - Joint action - Determination to successfully implement the Resolution is the first step for Petrovietnam to firmly stand on the path of "Pioneering - Excellence - Sustainability - Globality".
