(gialai.gov.vn) – On the morning of October 18, at the People's Committee of Chu Se commune, comrade Nguyen Tu Cong Hoang - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee had a working session with the communes: Chu Se, Bo Ngoong, Ia Ko, Al Ba to assess the situation of organizational structure and socio-economic development after the merger. Also attending were representatives of leaders of relevant departments, branches, units and local authorities.

At the working session, the People's Committees of the communes reported on the organization and operation of the local government at two levels; general planning work for commune construction; social security work, poverty reduction work, implementation of national target programs; implementation of socio -economic targets assigned by the province; key tasks and action programs to implement the Resolution of the Party Congress at the commune level for the 2025-2030 term.

Accordingly, after more than 3 months of operating the 2-level local government apparatus, the operations of agencies and units in the reorganized communes have been maintained stably, ensuring smooth direction and operation. The socio-economic development situation of localities in the first 9 months of the year has also achieved many results.

Specifically: For Chu Se commune, in the first 9 months of the year, the growth rate of product value reached 7.88%, estimated to exceed the target assigned by the Provincial People's Council for the whole year; budget revenue in the area reached 307% of the plan, the highest ever. Planning work is oriented towards sustainable urbanization, synchronously connecting technical infrastructure and social infrastructure, serving the goal of upgrading Chu Se commune to a ward in the period 2026-2030. In general, social security work is carried out seriously and in accordance with regulations, contributing to stabilizing people's lives.

Bo Ngoong Commune, the growth rate of product value reached 7.24%; total budget revenue reached 8,909 billion VND; the reduction of multidimensional poverty rate reached 1.17%. The commune has stepped up support for households registering to escape poverty, striving to support 84 poor households to escape poverty by the end of 2025, ensuring the achievement of the poverty reduction target in 2025 assigned by the Provincial People's Committee.

The socio-economic development of Ia Ko commune also achieved encouraging results, the budget revenue in the first 9 months of the year reached 5,210 million VND, equal to 157.4% of the plan; the disbursement rate reached 6,547 billion VND, reaching 63.95% of the plan. National defense and security work in the area was also maintained.

For Al Ba commune, in the first 9 months of the year, the total value of products in the area reached 433,311 billion VND; the growth rate of product value reached 107.14%; total budget revenue reached 5.99 billion VND; the disbursement rate of public investment capital reached 89%.

However, after more than 3 months of operating the two-level local government model, up to now, localities still face some difficulties such as: Some provisions of laws, Decrees, Circulars guiding the authority of levels and localities are not unified, still contradictory; the implementation of disbursement of capital sources for National Target Programs in communes is difficult; the number of assigned staff is still insufficient. Besides, the information technology infrastructure is weak, the public service system often has errors; traffic infrastructure in some places is degraded, especially inter-commune roads causing traffic insecurity; the educational level of local people is still low, access to information technology in online application submission is limited, affecting the time to handle administrative procedures,...

At the meeting, the leaders of the communes made proposals and recommendations, focusing on areas such as: Proposing the Provincial People's Committee to allocate funds to support commune planning and investment in traffic infrastructure, irrigation, and waste treatment; providing specific instructions on the recruitment process and salary arrangement for Deputy Commanders and Assistants of the Commune Military Command who are not yet civil servants; the Economic Department is in charge of many fields, has a large area, and a large workload, proposing to supplement the payroll or increase support staff; decentralizing some educational management tasks (recruitment, early salary increase, seniority allowance) for public educational institutions in the commune; proposing the province to have unified regulations on the "Gratitude" Fund after the merger,...

After implementing the arrangement of the apparatus, managing and operating the local government at 2 levels, with a huge amount of work and many difficulties, the apparatus operated stably and smoothly; the direction and management of socio-economic development basically achieved encouraging results.

Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang suggested that in the coming time, the collective leadership of the communes should promote the spirit of solidarity, effort, striving, and determination to focus on leadership, direction, and implementation of tasks and breakthrough solutions for socio-economic development. Focus on building specific action programs to implement the Resolutions of the Provincial Party Congress and the Resolutions of the Commune Party Congress that have been passed, in which it is necessary to fully promote the existing potentials and advantages of the locality.
