Remarkable efforts
In order to carry out the task of digital transformation in various fields, the Department of Industry and Trade has advised the Chairman of the Provincial People's Committee to issue Plan No. 17/KH-UBND dated January 26, 2022 on the implementation plan of the project "Promoting the application of IT and digital transformation in trade promotion activities in the period of 2021 - 2030" in the province. The Department of Industry and Trade has advised the Provincial People's Committee to register projects and programs for national e-commerce development in 2024; organize training conferences to raise awareness of legal knowledge and e-commerce expertise for cadres, civil servants, state management, and e-commerce application skills for businesses in the province; sign professional contracts with the Department of E-commerce and Digital Economy ( Ministry of Industry and Trade ) to implement projects under the National E-commerce Development Program in 2023.
Regarding the organization and implementation of digital economic and digital social development in the energy sector; developing smart grids in the province, the Department of Industry and Trade regularly urges Thanh Hoa Electricity Company to fully apply remote control unmanned transformer station technology at 110 KV transformer stations; deploy advanced technologies, integrating many functions for medium and low voltage power systems; review power generation projects in operation and in the planning to ensure safety, reliability, and stability in the direction of diversification, focusing on improving the available power factor and having appropriate power reserve; meet the requirements on environmental protection, occupational safety and hygiene; urge Thanh Hoa City People's Committee to coordinate with relevant units to develop modern and smart grid model standards, initially piloting at urban projects in Thanh Hoa City. Organize and coordinate digital transformation support activities for industrial production enterprises; Deploying the digital transformation model to industrial manufacturing enterprises in the province, thereby leading the digital transformation and innovation movement of manufacturing enterprises. Organizing the implementation of a digital platform connecting manufacturing enterprises with technology experts and professional solution providers to support digital transformation enterprises; strengthening business linkages according to advanced cooperation models between manufacturing enterprises and domestic and foreign partners to create new values, share service networks and data and information resources.
At the assigned units such as Thanh Hoa Customs Department, Thanh Hoa Market Management Department and districts of Nhu Thanh and Nhu Xuan, digital transformation activities have also been promoted by the units and initially brought positive results.
Playing the role of focal point, the Department of Industry and Trade continuously coordinates with VNPT Thanh Hoa to support enterprises, cooperatives, and individual business households to participate in the Thanh Hoa agricultural e-commerce floor; bring OCOP products to the Thanh Hoa agricultural e-commerce floor; support the provision of traceability stamps for OCOP products... This is one of the solutions that is considered to be highly effective, an "extended arm" of traditional goods distribution channels. From there, it helps farmers expand their consumption markets, taking advantage of technology according to the 4.0 trend.
Promoting the application of IT in management, operation, production and business activities, the industry and trade sector has effectively applied software such as: document and work record management software (TDOfice); social insurance tracking software; human resource management software; fixed asset management software; modern electronic one-stop software; tax declaration system software; administrative procedure control (TTHC) management and evaluation system; archiving system; accounting software; national chemical database. In addition, 100% of civil servants and employees at the department and public employees at the department's public service units are granted official email for work transactions. The archiving of records has been digitized by the sector on the province's archiving software, creating favorable conditions for archiving and searching for records.
To date, the Department of Industry and Trade has publicized 145 administrative procedures and completed synchronization between the national database on administrative procedures with the Public Service Portal and the province's electronic one-stop information system. From January 1, 2023 to June 13, 2023, the Public Service Portal and the Electronic One-Stop Information System of the Provincial Public Administration Service Center received 11,393 online records/a total of 11,521 records (reaching 98.89% of records received at the department, the rate of records processed on time reached 100%). The system has been connected to the National Public Service Portal to operate stably, ensuring connection, providing information and public services anytime, anywhere. In addition, deploy and apply zalo to look up the results of handling administrative procedures (look up record codes, scan QR codes via zalo...), provide information on direction and management, and information on socio-economics quickly and effectively.
Along with promoting the application of IT in management and operation activities, the Department of Industry and Trade also pays special attention to ensuring safety and network security for the department's IT application systems, in which important information systems are connected to exchange data through the specialized data transmission network of Party and State agencies. In 2023, the Department of Industry and Trade issued regulations on ensuring information security, network security and surveillance cameras in the department's IT application activities, and the Department of Information and Communications approved the security level of the internal network information system and surveillance cameras at the department.
Synchronously deploy multiple solutions
According to the digital transformation plan until 2025, with a vision to 2030, Thanh Hoa Department of Industry and Trade sets a target that by 2025, 90% of online public services in the industry and trade sector related to many people and businesses will be provided at level 4 on the provincial Public Service Portal; the rate of online public service records at level 3 and level 4 out of the total number of records in the industry and trade sector will reach 75% or more; at least 95% of people and businesses will be satisfied with the settlement of administrative procedures;... Developing the digital economy: by the end of 2025, the digital economy will account for 20% of GRDP. Developing the digital society, narrowing the digital gap with the goal that by the end of 2025, fiber optic broadband network infrastructure will cover over 80% of households...
To achieve the set goals, the industry and trade sector is making efforts to implement solutions such as: implementing training programs to improve leadership and management skills of digital transformation for leaders of units, digital transformation programs for cadres, civil servants, public employees, and workers in agencies and affiliated units, acting as a core force to spread and promote digital transformation in the province. Completing technical infrastructure; developing platform systems; building databases; developing applications and services; ensuring information security. Developing digital human resources. Conducting assessments of the impacts of digital technology on society to have proactive solutions to minimize the negative impacts of digital technology. Issuing codes of conduct in the digital environment for businesses and people. Developing centers to answer questions and support people affected and negatively impacted by digital technology. Prioritize digital transformation in the industrial production sector towards smart factories; focus on digitizing factory operations and modernizing operating processes towards virtual-physical connections; implement smart manufacturing, smart production, smart operation, and create smart products. Prioritize attracting high-tech industries such as IT, telecommunications, electronics industry, automatic equipment integrated with artificial intelligence, etc. to create new driving forces for the province's economic growth.
