In order to organize the new apparatus in a synchronous manner according to the 2-level local government organization model to operate smoothly, effectively and efficiently, and at the same time well implement the goals and tasks assigned by the Government and the Ministry of Finance , Director of the Tax Department Mai Xuan Thanh requested that units under the Tax Department focus on urgently getting to work, approaching the area and especially implementing the work of advising the provincial and city authorities, coordinating with local authorities, departments, branches and sectors in the area, ensuring closeness, rhythm and efficiency as an important premise for the successful completion of tax management and collection tasks in the area.

The leaders of the Tax Department also directed that based on the tasks, scale, number of taxpayers, management area; conditions of headquarters, facilities, equipment; proactively organize, arrange, and organize appropriate consulting rooms; business management and support rooms; and inspection rooms at existing headquarters and working locations in the initial stage of arranging the organizational apparatus in accordance with regulations and directives and instructions of competent authorities, ensuring that tax management and handling of work and administrative procedures for people and businesses are smooth, convenient, and uninterrupted during the transition process.

In addition, perfecting personnel, clearly assigning tasks and responsibilities in the leadership, directing functional departments to coordinate smoothly in implementing work. Arranging and organizing facilities, offices, houses and land to ensure meeting work requirements. At the same time, reviewing, developing plans, proposing solutions for handling surplus assets, assets that are no longer needed, preparing records and documents for handover according to regulations (to be completed before August 1, 2025), absolutely not allowing waste or negativity.

The tax sector has proactively reorganized its apparatus in a modern, professional and streamlined manner, ensuring effectiveness and efficiency of operations. Previously, at the Tax Department level, the number of departments and offices was reduced from 17 to 12, while at the branch level, 63 branches were reorganized into 20 regional tax branches. At the district tax team level, 413 tax branches were reorganized into 350 tax teams.

This reorganization not only helps reduce the number of focal points from more than 4,000 to more than 600, but also closely follows the direction of the Party and Government , contributing to reducing intermediate levels, streamlining internal management departments, and focusing resources on units directly performing tasks.

According to the Lam Dong Provincial Tax Department, this arrangement will help the tax authority better cover revenue sources in the area, increasing the initiative in coordination with local authorities. Mr. Tran Van Long - Head of Lam Dong Provincial Tax Department said that the unit always proactively implements tax operations under the direction of the Tax Department, at the same time grasping, supporting and promptly resolving difficulties and problems of taxpayers.

The Tax sector is also synchronously implementing administrative procedure reform, applying information technology and modernizing its operations. This not only helps to improve the effectiveness and efficiency of financial law enforcement but also ensures that assigned political tasks are met. The tax system has officially been put into operation under the new organizational structure since March 2025, with a large workload and the consensus of the entire political system in localities.

The tax sector is committed to continuing to improve management processes, enhance service quality and create the most favorable conditions for taxpayers. Specific implementation will be carried out under the guidance of the Ministry of Finance and the Tax Department, in order to better meet management requirements in the coming period.
