Provincial Tax Department completes plan to issue electronic invoices for retail sale of gasoline

Implementing the direction of the Government and the Provincial People's Committee on strengthening the management and use of electronic invoices for petroleum business and retail activities according to Decree No. 123/2020/ND-CP, since the beginning of the year, the Provincial Tax Department has actively promoted and guided enterprises and petroleum retail stores in the area to issue electronic invoices for each sale and transfer data to the tax authority, initially achieving positive results. By March 29, 121 petroleum retail stores issued electronic invoices, reaching 100% of the assigned plan.

Comrade Dang Dung, Deputy Director of the Provincial Tax Department, said: The province currently has 69 enterprises operating in the petroleum business (KXD) with 121 stores and 540 fuel pumps. In order for 100% of KXD enterprises in the province to issue electronic invoices for BLX business activities before March 31, 2024, the Provincial Tax Department has advised the Provincial People's Committee to issue an official dispatch on strengthening the management and use of electronic invoices, especially for BLX activities, contributing to promoting digital transformation; Urge the Tax Branches (CCT) of the region and city to carry out propaganda work, instructing stores and construction business enterprises in the area to issue invoices after each sale in accordance with the Tax Administration Law No. 38/2019/QH14, Decree No. 123/2020/ND-CP, Circular No. 78/2021/TT-BTC of the Ministry of Finance and implementing documents. In particular, the Provincial Tax Department organized a conference to invite businesses, owners of construction business stores and enterprises providing e-invoice solutions to share experiences as well as discuss effective solutions to help businesses issue e-invoices immediately after each sale in accordance with the provisions of law. At the same time, request the inspection and examination departments, and CCTs to establish working groups to go to each construction business unit to grasp the actual situation of the units; Require businesses to commit to issuing invoices for gasoline sales to retail customers immediately after each sale according to the provisions of Decree No. 123/2020/ND-CP. In case businesses fail to do so, they will be punished according to the provisions of law.

Petroleum businesses issue invoices to customers from POS machines.

As a unit that has soon completed the target of mobilizing 100% of enterprises and stores trading in construction materials in the area to issue electronic invoices for each sale; Comrade Cao Thanh Nguyen, Head of the Ninh Son - Bac Ai CCT Department, said: To achieve this result, right from the time of the directive on strengthening the management and use of electronic invoices for business activities, the Department of Construction and the Department have informed enterprises and gas stations in the area; coordinated with the Provincial Tax Department to invite all construction material enterprises in the area to attend training sessions and provide information on effective solutions to help enterprises choose appropriate implementation plans. At the same time, advised the People's Committees of Ninh Son and Bac Ai districts to issue a decision to establish an interdisciplinary inspection team to inspect the implementation of issuing invoices after each sale... As a result, 4/4 enterprises with 13/13 construction material pumping stations managed by the Department have implemented the issuance of electronic invoices for each sale.

Similarly, the Ninh Hai - Thuan Bac area CCT has established 2 working groups to coordinate with service and solution providers to go to each KDXD store in the area to provide guidance and support. Mr. Phan Van Hoa, Director of Thanh Tung Phan Rang Construction Company Limited, Xuan Hai Commune (Ninh Hai) said: When the tax authority informed about the policy of issuing electronic invoices for each gasoline sale, the store researched and seriously implemented it. Currently, the store has 2 gas pumps and 2 oil pumps, with a small scale, the store chose the solution of issuing electronic invoices for each gasoline sale manually, through a POS machine. That is, after filling up gasoline for customers, the gas pump staff will directly enter information into the POS machine to issue invoices. The total initial investment cost for the POS machine, software and electronic invoices is about 35 million VND.

According to a survey conducted by reporters at gas stations in Phan Rang - Thap Cham City, all business and construction stores strictly issue electronic invoices for each sale. For customers who do not need an invoice, the electronic invoice software application system automatically generates invoices and stores them, transmitting them to the tax authority according to the daily electronic invoice data summary table. Many consumers also reflected that they have long been accustomed to using electronic invoices at food service stores, grocery stores, supermarkets or pharmacies..., so they strongly agree and support the direction of the Government and the Ministry of Finance on issuing electronic invoices to customers when purchasing gasoline to control smuggled and poor quality gasoline, and at the same time control tax collection; this is also the business culture of enterprises and people when purchasing goods.
