According to the program of the 9th Session of the 15th National Assembly, on May 15, the National Assembly held a plenary session in the hall to discuss a number of draft laws, including the Law amending and supplementing a number of articles of the Law on Handling of Administrative Violations.

In the morning session, the National Assembly conducted the following contents: Listening to the Presentation, discussing and voting to approve the adjustment of the program of the 9th Session of the 15th National Assembly; Listening to the Presentation and Report on the examination of the draft Law amending and supplementing a number of articles of the Law on Handling of Administrative Violations; Listening to the Presentation and Report on the examination of the draft Law amending and supplementing a number of articles of the Law on Promulgation of Legal Normative Documents; Listening to the Presentation and Report on the examination of the draft Resolution of the National Assembly amending and supplementing a number of articles of the Internal Regulations of the National Assembly session issued together with Resolution No. 71/2022/QH15 of the National Assembly; Discussing in the hall about the draft Law on Atomic Energy (amended).

In the afternoon session, the National Assembly listened to the Presentation and Report on the examination of the draft Resolution of the National Assembly on mechanisms and policies for private economic development; and listened to the Presentation and Report on the examination of the draft Resolution of the National Assembly on a number of special mechanisms and policies, creating breakthroughs in the construction and organization of law enforcement.

After that, the National Assembly discussed in groups the following contents: Draft Law on Participation in the United Nations Peacekeeping Force; Draft Resolution of the National Assembly on mechanisms and policies for private economic development; Draft Resolution of the National Assembly on a number of special mechanisms and policies, creating breakthroughs in building and organizing law enforcement.

Previously, under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly held a plenary session in the hall, discussing the draft Resolution of the National Assembly amending and supplementing a number of articles of the 2013 Constitution (first time) and the draft Law on Organization of Local Government (amended) (the meeting was televised and broadcast live on Vietnam Television and Voice of Vietnam).

At the discussion session, 37 National Assembly delegates spoke, including 4 National Assembly delegates debated, specifically as follows:

Regarding the draft Resolution of the National Assembly amending and supplementing a number of articles of the 2013 Constitution: There were 22 comments. The majority of the delegates agreed with the necessity of amending and supplementing a number of articles of the 2013 Constitution; the scope of amendments and supplements and the basic content of the draft Resolution amending and supplementing a number of articles of the 2013 Constitution; and agreed that the document form is the Resolution of the National Assembly.

In addition, in order to contribute to the completion of the draft Resolution, delegates focused on discussing regulations related to: Vietnam Fatherland Front and socio-political organizations; Vietnam Trade Union; the right to submit draft laws and draft ordinances of socio-political organizations; and the organization of administrative units. Some delegates proposed to maintain the current regulations on "People's Council delegates having the right to question the Chief Justice of the People's Court and the Chief Prosecutor of the People's Procuracy" in Clause 2, Article 115 of the Constitution; and proposed to amend the Law on Vietnam Fatherland Front and the Law on Trade Unions to comply with the content of the amendments and supplements to the 2013 Constitution.

In addition, some delegates said that the draft Law on Organization of Local Government (amended) affirmed the organization of two-level local government, however, the draft Resolution amending and supplementing a number of articles of the 2013 Constitution did not clearly state this issue, so it was proposed to add it to the draft Resolution to ensure consistency.

Regarding the draft Law on Organization of Local Government (amended): 28 National Assembly deputies gave their opinions. The majority of National Assembly deputies highly agreed with the comprehensive amendment of the Law on Organization of Local Government according to the simplified procedures at the 9th Session of the 15th National Assembly.

Delegates focused on discussing: Principles of organizing administrative units and conditions for establishing, dissolving, merging, separating administrative units, adjusting administrative unit boundaries; decision-making authority and procedures for establishing, dissolving, merging, separating administrative units, adjusting administrative unit boundaries, and renaming administrative units; defining the authority of local governments; decentralization, delegation, authorization; tasks, powers, organization and operation of local governments; transitional regulations.

In addition, some delegates suggested that it is necessary to clearly define the authority and responsibility of local authorities in carrying out foreign affairs activities; consider adding mountainous criteria equivalent to other administrative units, such as rural, urban, island, special economic administrative units to the draft Law; suggest that the Government continue to pay attention to directing the completion of legal documents related to local brands and geographical indications so that localities have a legal basis, a unified communication strategy, and build a new tourism map to promptly promote important economic resources for national development when the Law on Organization of Local Government (amended) comes into effect.

At the end of the discussion session, Minister of Home Affairs Pham Thi Thanh Tra spoke to explain and clarify a number of issues raised by National Assembly deputies related to the draft Law on Organization of Local Government (amended).

On the same afternoon, under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly held a plenary session in the hall, carrying out the following contents:

The National Assembly listened to: Minister of National Defense Phan Van Giang, authorized by the Prime Minister, presenting the Report and Chairman of the National Assembly's Committee on National Defense, Security and Foreign Affairs Le Tan Toi presenting the Report on the examination of the draft Law on Participation in United Nations Peacekeeping Forces; Minister of Finance Nguyen Van Thang, authorized by the Prime Minister, presenting the Report and Chairman of the National Assembly's Committee on Economy and Finance Phan Van Mai presenting the Report on the examination of the draft Law on State Budget.

Next, the National Assembly discussed in the hall the draft Law on Cadres and Civil Servants (amended). At the discussion session, 24 National Assembly deputies spoke, in which the majority of deputies agreed with the necessity of comprehensively amending the Law on Cadres and Civil Servants in order to promptly institutionalize the Party's policies and guidelines related to cadres and civil servants.

In order to contribute to the completion of the draft Law, delegates focused on discussing the provisions on: scope of regulation and subjects of application; principles of management of cadres and civil servants; classification of cadres and civil servants; policies for talented people in public service activities; policies for cadres and civil servants who are ethnic minorities; obligations of cadres and civil servants in performing public duties; rights of cadres and civil servants regarding salaries, bonuses and salary-related regimes; communication culture of cadres and civil servants; things that cadres and civil servants are not allowed to do; methods and authority of recruiting civil servants; evaluation of civil servants; training and fostering of civil servants; issues of civil servant interconnection; job positions and civil servant ranks; rewards and disciplinary actions against cadres and civil servants.

Some delegates suggested adding regulations on: Remote working and online working regimes for officials and civil servants after merging administrative units; digital transformation in performing public duties; not handling officials and civil servants who have a third child to be consistent with Party regulations.

At the end of the discussion session, Minister of Home Affairs Pham Thi Thanh Tra spoke to explain and clarify a number of issues raised by National Assembly delegates.
