Nghe An Provincial People's Committee has just issued Official Dispatch No. 37/CD-UBND dated December 13, 2023 on strengthening fire prevention and fighting work before, during and after the Lunar New Year and Spring festivals in 2024.
The dispatch stated that, in the past time, the Provincial People's Committee has directed departments, branches, sectors, units and localities to focus on synchronously implementing many measures and solutions for fire prevention, fire fighting and rescue (PCCC and CNCH), thereby achieving many positive results, the number of fires was controlled, reduced, and no fires causing human losses occurred. However, seriously assessing, the fire and explosion situation in the area is still complicated at times, the number of fires still occurs a lot, there was 1 fire causing serious property damage, specifically: From December 15, 2022 to November 14, 2023, in the province, there were 68 fires that did not cause human losses, property damage was estimated at about 26 billion VND.
The main causes of fires are that there are still some shortcomings in the monitoring and management of fire prevention and fighting and search and rescue in units and localities; heads of agencies, organizations and householders have not paid due attention to ensuring fire safety; violations of fire safety regulations still occur frequently, especially in the management and use of electricity, heat sources, open flames, etc.; on-site fire prevention and fighting forces in some places are not operating effectively and are still confused in handling incidents when fires occur; fire fighting, rescue and relief equipment in some places are still limited and have not met the requirements of fire fighting in the new situation.
In the coming time, the Provincial People's Committee requests:
Provincial departments, branches, sectors, mass organizations, People's Committees of districts, cities and towns continue to thoroughly grasp and effectively implement the Party's guidelines, the State's laws and policies; and the direction of the Ministry of Public Security , the Provincial Party Committee, the Provincial People's Council and the Provincial People's Committee on fire prevention and fighting and search and rescue work.
Strengthening state management of fire prevention and fighting at units, localities, agencies and enterprises; effectively promoting the "4 on-site" motto. Actively and closely coordinate with the police, army and border guards stationed in the area to promptly and effectively fight fires and explosions; minimizing damage to people and property, promptly overcoming consequences and stabilizing the situation in the area. Strengthening inspection of the combat readiness of the civil defense force and conditions for fire fighting and on-site rescue.
Issue documents directing agencies, units and organizations in the area to strengthen fire prevention and fighting and search and rescue work, organize signing of commitments, voluntarily comply with legal regulations on fire prevention and fighting, and prevent large fires and explosions from afar. Require facilities and residential areas to increase security forces, patrol and guard to ensure fire prevention and fighting safety during the dry season, New Year's Eve, Lunar New Year and Spring festivals in 2024.
Localities organizing Spring festivals must focus on directing and ensuring fire safety on-site, such as: Propagating and recommending fire safety regulations; organizing forces, equipping means and training fire safety skills for on-site forces; developing and organizing fire fighting drills, paying special attention to fire fighting plans in parking lots; rescuing and saving crowded places...
Directing relevant agencies to coordinate in strengthening the development of columns on fire prevention and fighting, regularly propagating fire prevention and fighting work, building and replicating advanced models and examples of fire prevention and fighting, increasing broadcasting time, radio broadcasting, and news reporting during the dry season, holidays, festivals and Lunar New Year 2024 in conjunction with the work of building a mass movement to protect national security...
The provincial police coordinate with relevant agencies and units to strengthen propaganda and guidance for people in the use of gas, electricity, chemicals, arrangement and storage of goods, equipment for fire prevention, escape, and emergency escape; propagate fire prevention measures in residential and commercial buildings, industrial parks, supermarkets, markets, commercial centers, cultural relic sites, apartment buildings, high-rise buildings, etc.
Organize a general inspection and review of fire prevention and fighting and search and rescue for establishments under the State management of fire prevention and fighting, focusing on closely inspecting business establishments with conditions on security and order, large-scale establishments, crowded establishments, establishments with high risk of fire and explosion such as: Hotels, motels, karaoke establishments, bars, dance clubs, apartments, high-rise buildings, markets, shopping malls, warehouses, factories... Strictly handle violations of fire prevention and fighting and search and rescue; resolutely suspend or terminate operations according to the provisions of law.
For facilities that still have violations of fire prevention and fighting and search and rescue, it is necessary to organize re-inspections and checks on the implementation of the facilities, ensuring that the existing problems and violations of fire prevention and fighting and search and rescue are thoroughly remedied according to regulations. Strictly maintain the 24/24 combat duty regime; ensure readiness to promptly and effectively rescue when a fire or explosion occurs. Strengthen training and professional development in fire prevention and fighting for police fire prevention and fighting forces at all levels and other forces according to regulations.
Regularly monitor, urge and inspect units and localities to implement fire prevention and fighting solutions. Advise on the establishment of inspection teams to urge, evaluate and promptly correct loopholes and shortcomings; at the same time, coordinate to advise on rewarding local units that perform well and criticize units and localities that perform ineffectively and irresponsibly...
The Provincial Military Command and the Provincial Border Guard Command coordinate with the Provincial Police and relevant agencies and units to deploy fire prevention and fighting and search and rescue plans and measures at defense facilities and units operating in the province under their management; be ready to mobilize forces and means to participate in fire fighting, rescue and relief when required.
The Department of Information and Communications directs press agencies to coordinate with the Provincial Police and related units to develop and strengthen propaganda on mass media, the internet, social networking sites... Propaganda content needs to focus on disseminating and educating knowledge of fire prevention and fighting laws; warning of the risk of fires at establishments and houses during the dry season and Lunar New Year 2024; consequences, harms and sanctions for violations of fire prevention and fighting laws; handling results of functional forces; forms of commendation for good people and good deeds in fire prevention and fighting and rescue work...
The Provincial Radio and Television Station and Nghe An Newspaper will produce reports and articles reflecting irresponsible behaviors and serious violations of fire prevention and fighting regulations by relevant establishments and individuals to enhance education and prevention; disseminate information on the implementation of fire prevention and fighting and search and rescue drills and training in agencies, organizations and units in the province; warn and recommend the implementation of fire prevention and fighting and search and rescue in places with high risk of fire and explosion such as production and business establishments, restaurants, markets, residential areas, apartment buildings, etc., focusing on implementation during golden hours to attract a large number of people to participate in monitoring.
The Department of Industry and Trade strengthens state management of electricity, coordinates with the Provincial Police in disseminating and guiding fire prevention and fighting work for individuals and organizations doing business, using electricity and substances, goods dangerous to fire and explosion within the scope of management.
Nghe An Electricity Company and Nghe An Power Transmission direct their affiliated units to strengthen inspection of power systems and networks to prevent risks of fire safety from electrical systems and equipment. Propagate, recommend, inspect, and guide measures to ensure safety when using electricity in households and residential areas with high risk of fire and explosion. Timely coordinate with the police force to handle related incidents when fires occur.
The Department of Agriculture and Rural Development directs the Forest Ranger force to strengthen forest fire safety inspections; regularly coordinate with the People's Committees of districts, cities, towns, relevant agencies and units to identify and provide early warnings of forests at risk of fire for proactive prevention; guide cadres and people to practice plans and measures to prevent and ensure forest fire safety; urge departments, branches and localities to continue to strictly implement Official Dispatch No. 7056/UBND-NC dated August 23, 2023 on strengthening fire prevention and rescue work for fishing vessels and fishing ports.
The Department of Culture and Sports directs to strengthen inspection of the implementation of regulations on entry and exit to relic sites, the use of means and tools that can easily cause fire at relic sites (electrical equipment, incense burning, burning votive paper...), paying special attention to Kim Lien relic site, relic site of former General Secretary Le Hong Phong, Chung Son Temple, Temple of King Quang Trung... Coordinate with relevant units to deploy preventive and response measures when fires and explosions occur at relic sites and management areas.
The Department of Finance, based on the local budget balance, advises on the allocation of funding to implement fire prevention and fighting and search and rescue activities in the province in accordance with regulations.
Propose that the Provincial Fatherland Front Committee and its member organizations (Provincial Youth Union, Provincial Women's Union, Provincial Veterans' Association, Provincial Farmers' Association, Provincial Labor Federation, Provincial Elderly Association...) coordinate with provincial departments, branches, sectors and authorities at all levels to strengthen propaganda and mobilize union members, association members and people to perform fire prevention and fighting work well; coordinate with functional forces to organize fire fighting, rescue and relief when fire and explosion incidents occur.
