According to the report of Nghe An Department of Home Affairs, as of July 10, 2025, the whole province has been paying regular allowances to 63,350 subjects, with a total monthly payment of 200 billion VND.

In addition to regular allowance payments, in the first 6 months of the year, the functional sector received and advised on policies for 5,586 cases. Of these, 348 new cases were entitled to regular allowances; 2,510 people were paid one-time allowances and funeral expenses; 336 people received martyr worship allowances; 1,872 cases of relatives of resistance fighters were supported with funeral expenses; 520 cases were resolved according to other specific policies.

Gift giving on the occasion of Lunar New Year and major holidays continues to be carefully implemented. On the occasion of the Lunar New Year 2025, the whole province had 157,416 meritorious people and their relatives receiving gifts, with a total amount of over 50.2 billion VND. In addition, on the occasion of the 50th anniversary of the Liberation of the South, National Reunification and the 78th anniversary of War Invalids and Martyrs Day, Nghe An organized the presentation of gifts from the President to 78,577 and 78,523 beneficiaries respectively, with a total cost of nearly 64 billion VND.
Implementing Decision No. 21/2024/QD-TTg of the Prime Minister , the province has supported the construction and repair of houses for 2,903 households of meritorious people in difficult circumstances, of which 1,337 houses were newly built and 1,666 houses were repaired. Nursing care for meritorious people was also implemented according to plan; by mid-July, 20,780 subjects were cared for at home, with a total amount of more than 52 billion VND; at the same time, centralized nursing care was organized for 309 people. The province has also arranged funds to support 1,294 meritorious people from poor households, with a total amount of over 7.3 billion VND according to the resolution of the Provincial People's Council.

In the field of martyrs' graves, Nghe An has coordinated to receive and bury 76 remains of martyrs who died in Laos and rebury them at Nghi Loc District Martyrs' Cemetery. The province has also identified 90 cases of martyrs' remains, issued 68 referrals for the movement of remains and 22 notices for finding graves for relatives nationwide. The management and issuance of Certificates of Merit by the Fatherland continue to receive attention, with 274 certificates having been recorded and handed over to localities and 97 certificates awaiting issuance.
In the first 6 months of 2025, the Provincial Gratitude Fund mobilized more than 1.6 billion VND from organizations, businesses and individuals, contributing to building and repairing houses for 70 policy families, awarding 10 savings books and renovating 8 works honoring martyrs with a total cost of more than 4.7 billion VND.
In the last 6 months of the year, the province will continue to carry out key tasks such as completing the targets of centralized and home-based nursing care, implementing policies to support housing renovation, promptly handling records of meritorious people and their relatives, organizing training for grassroots cadres and ensuring good social security work at the end of the year. Along with that, inspection and examination work will continue to be strengthened to ensure that policies for meritorious people are implemented publicly, transparently, to the right subjects and in accordance with legal regulations.
