Chairman of the Provincial People's Committee Le Hong Vinh is the Head of the Working Group to combat and prevent smuggling, trade fraud, and counterfeit goods. Vice Chairman of the Provincial People's Committee Phung Thanh Vinh is the Standing Deputy Head of the Working Group. Director of the Department of Industry and Trade Pham Van Hoa; Deputy Director of the Provincial Police Nguyen Duy Thanh are the Deputy Heads of the Working Group.

Chairman of the Provincial People's Committee Le Hong Vinh has just signed Decision No. 1468/QD-UBND dated May 22, 2025 establishing a Working Group of the Chairman of the Provincial People's Committee on the peak of the fight to prevent and repel crimes of smuggling, trade fraud, and counterfeit goods.

The members of the Working Group are leaders of the following units: Provincial Fatherland Front Committee; Provincial People's Committee Office, Provincial Border Guard Command; Customs Sub-Department of Region XI; Coast Guard Command; Provincial Police, Department of Industry and Trade, Department of Finance, Department of Science and Technology, Department of Construction, Department of Culture, Sports and Tourism, Department of Agriculture and Environment, Department of Health; Provincial Radio and Television Station; Forestry Sub-Department; Vinh City People's Committee; Market Management Sub-Department.

The working group is responsible for directing, inspecting, and urging departments, branches, localities, and functional forces to deploy and implement Official Dispatch No. 65/CD-TTg dated May 15, 2025 of the Prime Minister on launching a peak period against smuggling, trade fraud, counterfeit goods, and goods infringing intellectual property rights; Directive No. 13/CT-TTg dated May 17, 2025 of the Prime Minister on strengthening the fight against smuggling, trade fraud, and counterfeit goods in the new situation; and instructions from the Government, the Prime Minister, and the National Steering Committee 389 on the fight against smuggling, trade fraud, and counterfeit goods.

At the same time, direct the coordination between agencies and functional forces to detect, combat, prevent and handle acts of smuggling, trade fraud and production, trading of counterfeit goods, infringement of intellectual property rights seriously, complexly and in an organized manner. Request agencies and functional forces to provide information on the situation and results of fighting smuggling, trade fraud, counterfeit goods, infringement of intellectual property rights in the area and management field; documents on violations when necessary.

Directing the inspection and recommending the handling of organizations and individuals who lack a sense of responsibility, are negative, lax in management, assist in smuggling, trade fraud, production and trade of counterfeit goods, and infringement of intellectual property rights.

Conduct a summary and evaluation of the implementation of the Official Dispatch; propose to the Prime Minister and the National Steering Committee 389 directions and solutions to resolve important, inter-sectoral issues to improve the effectiveness of the fight against smuggling, trade fraud and counterfeit goods; report results as required.

The Market Management Department is the Standing Office of the Provincial People's Committee's Working Group on the peak period of fighting to prevent and repel smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights.
