Nghe An prepares the initial steps for the new regulating lake project in Vinh Phu ward with a total investment of nearly 170 billion VND.

Nghe An Provincial People's Committee has just issued a decision approving the environmental impact assessment report for the investment project to build a regulating lake and the canals connecting to the regulating lake in Vinh Phu ward.

Specifically, in Decision No. 1873/QD-UBND of Nghe An Provincial People's Committee dated June 27, 2025, the appraisal results of the "Environmental impact assessment report for the construction project of Nghi Phu, Nghi Duc regulating lake" (now located in Vinh Phu ward), thereby allowing this project to proceed with the next steps to invite construction bids.

According to the previous approval decision of the Provincial People's Committee, the new regulating lake project in Vinh Phu ward has a total project area of ​​20.7 hectares. The project has a total investment of about 169 billion VND invested from the budget, of which the cost of site clearance is 65.5 billion VND, the construction cost is about 86 billion VND...

In addition to the main item of water surface area of ​​about 4.5 hectares, the project has items of green space, flower garden, traffic roads around the lake and connecting ditches to bring surface water from residential areas in Vinh Phu ward. To ensure timely implementation and progress, before July 1, 2025, the investor has prepared a pre-feasibility report, approved the investment policy and prepared an environmental impact assessment (EIA) report during the project construction process for the Provincial People's Committee to approve as above.

A representative of Vinh Phu Ward People's Committee said: This is a key urban infrastructure project for the 2025-2030 period. The completed project will complete the network, adding capacity to the drainage system and preventing flooding in the area; at the same time, it is a project to create an urban focal point, contributing to improving the lives of people in Vinh Phu Ward.

According to the design, the new lake project has a walking path around the lake about 1.7 km long, 2 m wide, with a lighting system and trees to create an ecological space, contributing to improving the quality of life for the people. The capacity of the lake according to the project's calculation is the Vinh area's drainage hydraulic model, which is 115,000 m ³ . The largest water level is 3.4 m, the smallest water level is 2.29 m, the lake bottom elevation is 2.5 m. The lake has the function of collecting surface rainwater, preventing flooding in the rainy season for Vinh Phu ward residential area.

It is known that in the near future, when the Provincial People's Committee officially decides to assign the investor to the Nghe An Province Civil and Industrial Construction Investment Project Management Board or the Ward People's Committee (according to the arrangement of 2-level local authorities), the unit assigned as the investor will carry out the procedure of announcing the invitation to bid to select a construction unit to prepare for construction according to the proposed schedule.
