Nghe An province issues urgent directive instructing proactive measures to prevent and combat prolonged severe cold weather.

In recent days, due to the influence of a strong cold front, Nghe An province has experienced severe cold weather, affecting the health of the people and livestock farming and agricultural production.

According to the National Center for Hydro-Meteorological Forecasting, this is the strongest cold spell of the 2023-2024 winter season. During this cold spell, in Nghe An province , temperatures will generally range from 9 ° C to 11 ° C, with some mountainous areas experiencing even lower temperatures. Additionally, the seas in the East Sea will experience strong northeasterly winds of force 6-7, with some areas reaching force 8, gusting to force 9; the sea will be rough. This rough sea condition is expected to continue for several days.

To proactively respond to severe cold weather affecting agricultural production, protect people's health, and minimize damage to production and business, especially agricultural production, the Chairman of the Provincial People's Committee - Head of the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense requests the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense; the Directors of the Departments of Agriculture and Rural Development, Health , and Information and Communications; the Chairmen of the People's Committees of districts, cities, and towns; and relevant units to continue to seriously implement Official Dispatch No. 42/CĐ-UBND dated December 27, 2023, of the Chairman of the Provincial People's Committee on proactively preventing and combating prolonged severe cold weather. Specifically:

Chairpersons of People's Committees of districts, cities, and towns: Proactively disseminate information and guide people to implement measures to prevent and combat the cold weather, ensuring the health and safety of the people, especially the elderly, children, and vulnerable groups, in the face of harsh weather conditions.

Focus on directing and implementing comprehensive measures to prevent and combat hunger, cold, and diseases affecting crops, livestock, and aquatic products, in order to minimize losses to production and business, especially agricultural production.

Direct local departments and specialized units to closely monitor and update weather developments and inform and guide the public so that they can proactively implement measures to prevent and combat the cold, ensuring people's safety and minimizing damage to agricultural production.

The Department of Agriculture and Rural Development is focusing on closely monitoring weather developments, guiding localities in implementing measures to prevent and control cold weather and diseases for livestock, poultry, aquatic animals, and crops; and developing and guiding the production plan for the Winter-Spring crop season, with crop structures suitable to weather conditions.

The Department of Health, in coordination with media agencies, disseminates knowledge, guidance, and recommendations to the public on effective measures to prevent and combat the cold, ensuring health safety and avoiding the risk of gas poisoning from burning coal or wood for heating in enclosed rooms; it also directs grassroots health forces to ensure the necessary supply of medicines and organize medical examinations and treatment for the people, especially during the Lunar New Year holiday.

The North Central Region Meteorological and Hydrological Station closely monitors, forecasts, warns, and provides timely information on weather conditions, severe cold, and frost so that relevant agencies and media outlets can disseminate this information to the public and proactively implement effective measures to respond to severe cold, frost, and ice.

The Department of Information and Communications directed news agencies to increase the frequency and duration of weather forecast broadcasts; and to intensify the dissemination of knowledge on preventing and combating hunger, cold, and diseases affecting livestock, aquatic animals, and crops to relevant agencies and the public.

The provincial radio and television station , Nghe An Newspaper, and other news agencies and media outlets regularly update information on the developments of severe cold, frost, and strong winds at sea through mass media channels so that people are aware and can proactively take preventive measures.

The Provincial Steering Committee for Disaster Prevention, Search and Rescue, and Civil Defense organizes duty shifts to closely monitor the disaster situation, proactively directs, inspects, and urges localities to implement disaster prevention, mitigation, and recovery efforts to minimize damage caused by natural disasters; and promptly reports and proposes to competent authorities for guidance and handling of issues beyond their authority.
