The 15th Congress of the Dien Bien Provincial Party Committee, term 2025-2030, marked an important turning point in the province's development journey. The Congress Resolution clearly defined the general goal and 22 specific goals by 2030, demonstrating the confidence, self-reliance and high political determination of the entire Party Committee, government and people of all ethnic groups, striving to make Dien Bien a fairly developed province in the region, towards a green, smart and sustainable economy.

In the context of the country entering a new stage of development, with the requirement of comprehensive innovation and deep integration, Dien Bien has identified the general goal of strategic orientation: "Continue to improve the leadership capacity and fighting strength of the Party Committee; promote the strength of great national unity; effectively exploit potentials and advantages; promote socio-economic development; improve the material and spiritual life of the people. Focus on developing medical infrastructure, education, training and innovation; improve the quality of people's health care; develop high-quality human resources; promote the development of agriculture applying modern science and technology, processing industry, services and tourism. Maintain political stability, ensure national defense and security, expand foreign relations and international integration. Strive by 2030 to make Dien Bien a province developing in the direction of green, smart and sustainable economy; be a tourism center of the region and be among the group of fairly developed provinces in the region. This is the call of the Provincial Party Committee, both a development orientation and a commitment to the Party, State and People: Dien Bien will rise up with intelligence, will and aspiration for innovation.

Key targets by 2030

(1) Economic growth rate strives to reach 10 - 11%/year; average GRDP per capita in 2030 reaches 115 million VND/person; labor productivity reaches 193 million VND/worker (at current prices).

(2) Economic structure in 2030: Agriculture, forestry and fishery sector accounts for about 9.64%; industry - construction sector accounts for about 27.15%; service sector accounts for about 59.45%.

(3) Total budget revenue in the area in 2030 is over 5,000 billion VND. Total social investment capital in the period 2026-2030 reaches 231,000 billion VND. The ratio of investment capital implemented in the area compared to GRDP reaches 56.42%.

(4) The added value of the agricultural sector (at 2010 prices) in 2030 will reach VND 3,057 billion, an increase of 16.7% compared to 2025. By 2030, the area of ​​Macadamia trees will reach about 40,000 hectares, and the area of ​​Coffee trees will reach about 20,000 hectares. The proportion of the digital economy will reach 20% of the province's GRDP.

(5) The Industrial Production Index (IIP) increases by an average of 18.52% per year; the average growth rate of total export and import turnover of goods, services and border trade activities reaches over 10% per year. By 2030, the export turnover of goods, services and border residents' exchange will reach 153 million USD.

(6) In the period of 2026-2030, the number of tourists will reach over 8 million, the average stay will be 3 days/tourist, and the total revenue from tourism activities will reach 15,000 billion VND. In 2030, the number of tourists will reach over 2.65 million, including 600,000 international tourists; the total revenue from tourism activities will reach over 5,000 billion VND, contributing tourism to GRDP by over 10%.

(7) By 2030, the average population will reach over 716,000 people, the annual population growth rate will be 1.53%; the human development index (HDI) will reach 0.694.

(8) On average, vocational training is provided for 8,500 or more workers each year, creating jobs for 8,800 - 9,000 workers, increasing the proportion of trained workers to over 70% of the workforce by 2030, of which the proportion of trained workers with diplomas and certificates reaches over 55%. The number of employed workers in the economy reaches over 425,400 people; the proportion of employed workers in the economy: The agriculture, forestry and fishery sector accounts for 65.96%; the industry and construction sector accounts for 14.72%; the service sector accounts for 19.31%. The unemployment rate in urban areas is below 2.5%. (9) The poverty rate decreases by an average of 3%/year or more; the average income per capita reaches about 4.5 million VND/month. By the end of 2030, the province strives to have 60% of communes meeting new rural standards and basically meeting new rural standards; having 200 or more products certified as OCOP products.

(10) 100% of communes and wards meet national health criteria; there are 14 doctors/10,000 people; 36.2 hospital beds/10,000 people; the rate of malnourished children under 5 years old (weight/age) is 14%, malnourished (height/age) is under 21%; the rate of children under 1 year old fully vaccinated with all vaccines in the Expanded Immunization Program is 95%; the rate of population managed by electronic health records is 95%; the rate of people participating in health insurance is 98%.

(11) Achieving universal preschool education standards for children from 3 to 5 years old. The rate of preschools and general schools meeting national standards is over 85%; the rate of preschools and general schools passing education quality accreditation is over 85%. Strive for 100% of border communes to have inter-level primary and secondary boarding schools; the rate of classrooms, public service rooms, and boarding/semi-boarding rooms being solidified is 100%. Training at intermediate level and above in Dien Bien province for 11,650 students and trainees (Intermediate level: 5,150 people, College: 2,325 people, University: 2,825 people, Postgraduate: 1,350 people). In the period of 2025-2030, train 1,500 university students in ethnic languages ​​(Mong, Thai, Lao), foreign languages ​​(English, Chinese, etc.), information technology, science and economics; open master's and doctoral training programs at university training facilities in Dien Bien. (12) Over 80% of people in mountainous and border areas enjoy and participate in cultural activities; 80% of families have achieved the title of "Cultural Family"; 75% of villages, hamlets, and residential groups have achieved the title of "Cultural Village, Hamlet, and Residential Group"; 95% of agencies, units, and enterprises meet cultural standards; 100% of communes and wards have cultural and sports houses; 72% of villages, hamlets, and residential groups have cultural houses and community activity places; the number of people who regularly exercise and play sports accounts for 41% of the total population of the province.

(13) 100% of the provincial road system is asphalted or concreted. At least 1,500 social housing units are built. 100% of residential and working areas are covered by 4G/5G mobile information networks and provided with fixed broadband services (optical fiber Internet). 100% of online public services are provided to the people. 100% of the province's databases are digitized and connected to the Central Government. The rate of people with electronic identification accounts (VNeID) is 100%. The rate of communes with markets is 100%. The rate of households using electricity is over 99%. The urbanization rate is 32%. 100% of communes and wards complete general planning, zoning planning, and detailed construction planning according to regulations.

(14) The rate of urban residents using clean water that meets standards reaches 100%; the rate of rural residents using hygienic water for daily life reaches 100%, of which 55% of the rural population strives to use clean water that meets standards; the forest coverage rate reaches 47%; the waste collection rate reaches 96.5% for urban areas and 50-70% for rural areas. The rate of hazardous waste collected and treated reaches 100%; the rate of medical waste treated reaches 100%. (15) Complete 100% of drills at all levels, focusing on the provincial defense zone drill in 2026; each year direct 25% of communes and wards to conduct defensive combat drills. 100% of cadres at all levels in the political system are trained in national defense and security knowledge. Complete 100% of annual recruitment target.

(16) Do not allow riots, terrorism, or complicated security and order incidents to occur. Every year, restrain and reduce at least 5% of social order crimes; receive, process 100%, and resolve over 90% of crime reports and denunciations and recommendations for prosecution; the rate of investigation and discovery of cases reaches over 75%, very serious cases and above reach over 90% of the total number of prosecuted cases; strive to reduce at least 5% of traffic accidents in all three criteria.

(17) By 2030, complete 100% of signed cooperation contents with organizations and localities of other countries. Strengthen connections, establish relationships, and promote cooperation with a locality of other countries.

(18) 100% of Party committees and organizations, 96% of cadres and Party members, and 80% of the masses effectively participated in studying and learning the Party's resolutions, directives, and conclusions; over 95% of cadres and Party members, especially heads of Party committees and authorities, fulfilled their responsibilities of setting an example; launched and organized at least 3 emulation movements to study and follow Ho Chi Minh's ideology, morality, and lifestyle within the Party.

(19) Every year, over 90% of party organizations and party members complete their tasks well or better; on average, 4% of new party members are admitted each year out of the total number of party members. By 2030, 90% of village and hamlet chiefs will be party members. Maintain and improve the quality of party organizations in 100% of villages, hamlets, and residential groups.

(20) 100% of leaders, managers, and civil servants at all levels meet professional, technical, and political theory standards and are trained and updated in knowledge and skills according to regulations.

(21) Complete 100% of the proposed inspections and supervisions; strive for over 60% of party organizations and over 50% of party members who are members of the same-level committee to be inspected or supervised. Resolve 100% of petitions, denunciations, and complaints about party discipline within the authority; control assets and income of 100% of party members under the management of the committee. Implement comprehensive digital transformation step by step to meet the requirements of "data-based supervision and data-based inspection".

(22) 100% of Party committees, Party organizations, authorities, agencies and units effectively implemented the emulation movement "Skilled mass mobilization". 100% of cadres and civil servants specializing in mass mobilization work at the provincial level and 90% of grassroots mass mobilization cadres were trained and coached to improve their qualifications in political theory and professional expertise in mass mobilization work.

The 22 targets are not just numbers, but a commitment of the Party Committee, a promise of the government and an aspiration of the people. In each of those numbers is the belief, intelligence and bravery of the historical land - the place that made the Dien Bien Phu victory shake the world, now continuing to assert itself on the "development front". From urban to rural areas, from remote border areas to provincial capitals, the new spirit is spreading. All share the same determination: to turn the Resolution of the 15th Congress into a vivid reality of life, helping Dien Bien "take off" in the new era. With a strategic vision, firm belief and consensus of the entire Party, people and army, Dien Bien believes it will successfully achieve all the goals by 2030.
