Retail sales of goods and services reached 835 billion VND, reaching 63.35% of the yearly plan. Total budget revenue in the commune was more than 24.9 billion VND, reaching 69.9% of the estimate assigned by the province and the Provincial People's Council.
Despite achieving positive results, Binh Duong commune still faces difficulties in funding for site clearance for 02 pending projects, which were previously implemented at the district level (old), namely the Binh Duong Market Construction Project and the Road No. 4, Binh Duong Town (old) project. With a large funding source, the People's Committee of Binh Duong commune faces many difficulties in continuing to implement and handle existing problems related to site clearance and resettlement, causing slow progress in project implementation.

In addition, the new commune is large, densely populated, with many continuous complaints from the people; the staff of civil servants are mostly transferred from the old commune-level units, the force is thin; problems in resolving complaints and handling work still face many difficulties. The People's Committee of Binh Duong commune has established a Commune Management Board, but there is still a lack of specialized and experienced human resources. The management of public investment and basic construction also faces difficulties due to many new regulations and the budget must be mainly self-sufficient.
Therefore, Binh Duong commune requests the competent authority to consider adding civil servants to the commune People's Committee. At the same time, it requests the Provincial People's Committee to consider allocating funds to carry out the tasks of urban construction, tuition exemption, and health insurance support for near-poor households and households with average living standards from July to present. In particular, the compensation fund for site clearance of the Binh Duong Market Construction Project and Route 4 (old) still has 33.1 billion VND remaining according to the approved plan. The commune also requests the Provincial People's Committee to direct the Departments and the Provincial Inspectorate to support local authorities in resolving prolonged complaints and denunciations and denunciations beyond the level, ensuring the rights of the people.
According to the report of Phu My Bac commune, the total value of products in the third quarter of 2025 in the commune reached 331.06 billion VND, an increase of 4.33%; the total value of products in the first 9 months of the year reached 953.61 billion VND, an increase of 5.42% over the same period in 2024. Retail sales of goods and services reached 513.5 billion VND, reaching 76.3% of the plan. Total budget revenue in the area in the third quarter reached more than 8.3 billion VND, accumulated in the first 9 months of the year was more than 25.9 billion VND, reaching 139.22% of the plan assigned by the province.

However, Phu My Bac commune also faces some difficulties such as: The current staffing of the commune is still limited, especially in the fields of industry and trade, health and education , causing a serious shortage of civil servants compared to the requirements. In addition, the workload is large, especially in the field of land, with the number of public service records increasing, but the staff is still lacking and has just taken over the job, so the processing of records is sometimes slow.
In addition, Phu My Bac commune also faces difficulties related to the protective forest area in the Van Dinh lake area. Although the Provincial People's Committee has issued a policy of collecting all the land, up to now, Phu My Protective Forest Management Board has not yet established procedures to plant replacement forests and issue land use right certificates according to the policy of the Provincial People's Committee. The current favorable weather has led to the re-encroachment of this area, forcing the Commune People's Committee to coordinate with the Phu My Regional Forest Protection Department to inspect, propagate and complete procedures to remove the newly planted illegal area.
To solve the difficulties, Phu My Bac commune proposed that the Provincial People's Committee consider mobilizing staff from other agencies and units to work in the commune or allow labor contracts to supplement human resources. Propose that the Provincial People's Committee soon approve the 1/5,000 scale construction master plan for Tra O lagoon area until 2035, support funding for the project to expand the route from National Highway 1A from Tam Tuong intersection to DT 638 - Hoai An commune in the general planning of Phu My district and the general planning of Phu My Bac commune. At the same time, approve the policy of establishing procedures to hand over the forest land area planned for protective functions in the commune to the Protective Forest Management Board for management and use according to regulations.
In Phu My Dong commune, the total product value in the area in the first 9 months of 2025 is estimated to be more than 2,151 billion VND, an increase of 5.35% over the same period in 2024, reaching 76.05% of the 2025 plan. The commune has organized and completed 06/06 common key tasks. Implemented 07/07 key tasks by sector and field; completed 02 tasks in September.

Regarding difficulties and problems, Phu My Dong commune still has resettlement areas for people in disaster areas that have not been thoroughly handled. In many cases, land and land use right certificates of old residences have not been recovered, leading to the situation of buying and selling, transferring old residences after being allocated new land. In particular, for households that already have land use right certificates, many people have arbitrarily built or repaired old houses, causing difficulties in land management and affecting the security and order situation in the locality. In addition, the commune's radio system is also facing serious degradation, with many loudspeaker clusters, lines and transmission equipment damaged and not operating stably, reducing the effectiveness of propagating the Party and State's policies and guidelines to the people.
Faced with these difficulties, the People's Committee of Phu My Dong commune proposed that the Provincial People's Committee consider a number of important issues. Accordingly, the commune proposed to implement a project to invest in a ring road according to the Tra O Dam Planning, about 7,860m long, divided into 03 sections, to create a connecting axis for the development of the eastern coastal area and proposed that the Provincial People's Committee direct relevant departments and branches to review and include it in the medium-term public investment plan for the period 2026 - 2030. In addition, the commune also proposed that the Provincial People's Committee consider and support funding for the project to resettle people in disaster areas in the area of My Thang commune (old).
In addition, Phu My Dong commune also proposed that the Provincial People's Committee pay attention to upgrading the commune's radio system according to the "Smart Radio Station" model, in order to improve the effectiveness of propaganda work. At the same time, it proposed to create conditions for early allocation of additional capital from the district's land use fees to the commune, as proposed by the Department of Finance. It is recommended that the Provincial People's Committee soon issue a policy document and arrange capital to implement important infrastructure projects such as: Deo Nhong - My Tho road, Tra O Dam, My Thang - My An resettlement areas, in order to promote economic development in coastal areas.
The recommendations and proposals of the three localities were directly answered by the leaders of the departments and branches, and specific instructions were given to the localities to remove difficulties and obstacles.

Concluding the meeting, Standing Vice Chairman of the Provincial People's Committee Nguyen Tuan Thanh requested the communes to urgently complete the work of reorganizing the apparatus, re-evaluating the capacity of officials after nearly 4 months of merger, thereby adjusting job positions to suit the reality. At the same time, the communes need to focus on crop production, natural disaster prevention, management of illegal seafood exploitation, and strengthening the management of land and mineral resources in the area.
The Standing Vice Chairman of the Provincial People's Committee also requested the three localities to speed up the completion of commune planning, ensuring progress and quality. In addition, it is necessary to quickly remove difficulties and obstacles for businesses investing in the area to create a favorable environment for development. Comrade Nguyen Tuan Thanh also emphasized that localities need to focus on budget collection, strive to achieve the set targets; promote disbursement of public investment capital, especially key projects. For projects celebrating the 14th National Congress of the Party, careful preparation is needed to start construction on time.

Urgently review the status of temporary and dilapidated houses and focus on poverty reduction to improve people's lives. Regarding the Central's resolutions, localities need to concretize them with specific programs and implementation plans. Strengthen security and order in the area; develop a socio-economic development plan for the commune in the next 5 years to achieve sustainable and stable development.
