Three strategic breakthroughs - determined to bring Dien Bien to a breakthrough in the new period

The 15th Congress of the Dien Bien Provincial Party Committee, term 2025-2030, identified three strategic breakthroughs - "action spearheads" demonstrating the strong will, mettle and determination of the entire Party Committee, government and people of all ethnic groups in the province.

These are key areas with great influence, expected to create a fundamental shift in socio -economic development, making Dien Bien a fairly developed province in the region by 2030.

First breakthrough: Focus on researching, promulgating or proposing promulgation of mechanisms and policies to create development momentum. Determined to build a government close to the people, serving the people and businesses. Synchronously implementing solutions to reform administrative procedures and improve provincial competitiveness.

Second breakthrough: Maximize resources for socio-economic infrastructure development. Focus on investing in transport infrastructure, especially the Son La - Dien Bien - Tay Trang border gate expressway, the road connecting National Highway 12 to A Pa Chai - Long Phu border gate and A Pa Chai border gate economic zone and gradually complete inter-regional, inter-commune and rural traffic routes. Implement power transmission grid infrastructure projects. Invest in and upgrade commune-level administrative centers to ensure synchronization and effective operation. Focus on completing infrastructure serving tourism and service development. Promote investment in new construction of works serving socio-economic development. Strengthen calling for and attracting investors to implement programs and projects according to the plan.

Third breakthrough: Focus on effectively exploiting the potential of historical, ethnic cultural, natural, experiential, resort and sports and entertainment tourism. Support and develop diverse, high-quality and attractive tourism products. Promote investment attraction, develop Dien Bien Phu - Pa Khoang National Tourist Area to meet the criteria and be recognized as a national tourist area. Strengthen tourism promotion through national and international media channels and social networking platforms; expand links and cooperation in tourism development with domestic and international localities. Build Dien Bien into a tourism center; make tourism a spearhead economic sector of the province.

The three strategic breakthroughs are not only development orientations, but also symbols of the will, belief and aspiration to rise up of the Party Committee, government and people of Dien Bien province. From institutions - infrastructure - tourism, each field contains long-term vision, concrete actions and high political determination, paving the way for Dien Bien to develop rapidly, sustainably and comprehensively.

With a new spirit and new vision, the entire Party Committee, government and people of all ethnic groups in Dien Bien province are entering the 2025-2030 term with steadfast belief and determination to successfully implement the Resolution of the 15th Provincial Party Congress, bringing Dien Bien to rise strongly, becoming a province developing in the direction of a green, smart, sustainable economy, worthy of the tradition of the heroic land of Dien Bien Phu.

The Congress called on all cadres, party members and people of all walks of life to continue promoting the "Dien Bien Phu Spirit" in peacetime, the will of self-reliance and solidarity among ethnic groups, proactively seizing opportunities, overcoming difficulties and challenges, determined to strive to successfully complete the goals and tasks set out in the Resolution of the 15th Provincial Party Congress, contributing to the implementation of the Resolution of the 14th Party Congress.
