According to residents living at the foot of Go Oat mountain (Ba Lang village, Ba Vinh commune, Quang Ngai province), cracks on the mountainside were discovered four years ago. Every year, during the rainy season from November to December, unusual amounts of groundwater flow out of the mountain, posing a very high risk of landslides, in an area about 1.2 km from the residential area.
The People's Committee of Ba Vinh commune conducted an inspection of areas at risk of landslides and found two locations near residential areas that were affected. The first location, on Go Oat mountain, had many unusual underground water streams flowing out during heavy rains in the commune.

The second location is on a mountainside with a 45% slope. Surveys revealed a horizontal crack in the ground, 50 meters long, 0.6 meters wide, and 0.5 to 1 meter deep. The area surrounding the crack contains many large rocks scattered around; if a landslide occurs, the soil and rocks could roll down into the residential area.

The entire village of Ba Lang currently has 61 households with 216 residents living right at the foot of the mountain. Mr. Pham Van Rach, Vice Chairman of the People's Committee of Ba Vinh commune, said: "We have inspected the area and found that the level of danger is increasing. In the short term, we must develop a plan to relocate them during the rainy season and floods, and in the long term, we will request support from higher authorities to relocate the residents to a stable place."
